                      "Dog whistle" is something people say to accuse others of being racist/sexist/otherwise bigoted when they're either projecting or just want to make opposing opinions unacceptable in the conversation or some combination of the two. It's a dumb term that suffers from so much overuse it is now without meaning. For instance: wanting a flat income or consumption tax is dog whistle racism because it's not actually trying to achieve an efficient tax code, it's just trying to keep black people down because...reasons.

                        3 California 21.3% 12.0%
                        4 Ohio 20.3% 9.1%
                        5 Indiana 19.8% 8.7%
                        6 North Carolina 19.4% 10.3%
                        7 Mississippi 19.0% 10.5%
                        8 Missouri 18.9% 8.7%
                        9 Connecticut 18.3% 9.0%
                        10 Illinois 18.0% 8.8%
                        Only two are southern - MS and NC. Four are right to work, but only two are right to work and southern. Two are northern, (Indiana and Michigan), with recent right to work laws.

                        Given that half of all states are right to work, right to work states are less likely to be pits of black unemployment in America.
