Not sure what the practical advantage of energy weapons would be for day-to-day use. IIRC your typical laser isn't all that lethal--it takes time to drill through flesh with a beam of light. Plus they use up power like a mofo, produce significant waste heat, and are more delicate than conventional firearms. Advantages include lack of recoil and being unaffected by gravity, etc. (beam diffusion is the range limitation instead), but if I were going to own a firearm I'd probably prefer the conventional type.

As for the OP's question, switching to beam weapons would mostly give today's delinquents, criminals and lunatics the ability to kill people AND start fires with the same weapon. Not an improvement.
