It doesn't necessarily create less deadweight loss than, say, a minimum wage. A mix of different policies is probably better than relying exclusively on a single policy.

Example my Brother. Started as a laborer at a coal fired power plant. Has now been with plant for over 25 years and is shift supervisor for the 1000 Megawatt coal burner. Makes good coin and has leveraged himself into his own business. Plans to retire in one or two years to concentrate on his business, all without a college degree.
How do you get marketable skills if you can't afford college, and don't want to pile up student loan debt?"Just puttin on the foil" - Jeff Hanson

Direct wage-boosting policies like the minimum wage are (nearly) equivalent to a special surtax on the affected professions.

I don't know only about a thousand trades that are screaming for qualified workers, or you can go to North Dakota and work the gas fields. Thats the non degree'd route. On the other hand if you decide invest in your future and go the degree'd route pick something useful.
Your suggestion about looking into a trade, starting as an apprentice is a good one.A lot of Republicans are not racist, but a lot of racists are Republican.
