I don't think anybody will argue against the fact that the rate of abuse has declined... Since the cover ups were discovered, the RCC FINALLY had to do something about it instead of just sending priests elsewhere so they could rape more kids... but please provide PROOF that now Catholic priests are the least likely to offend, or that they are the safest denomination. "Rubber room" is a term generally used to refer to special rooms in psychiatric wards where they temporarily put a patient who is having an emotional meltdown, temper tantrum, violent psychotic outburst etc. Such rooms actually exist, they're also called "padded cells". Officially they're usually called "quiet rooms" or "time-out rooms. What you're talking about "suspension with pay" or "reassignment centers", not an actual room with padding, so pardon my mistake. They're not specifically for sexual molestation, they're for a wide variety of disciplinary problems.

Actually had the Roman Catholic Church moved the priests who were abusing kids to positions out of contact with kids pending investigation there would have been a lot less criticism.

Can you show me some follow through on this mountain of alleged sexual abuse by public school teachers? Generally when there is a good case against a teacher, particularily if there are multiple complaints and consistant stories public attorneys have a pretty good chance of obtaining a conviction. I'd like to know more about the sources referred to in this "Handbook". If the 1988 study is what I think it is then it's rather bogus. The study basically asked people if they ever felt uncomfortable with a teacher.

Yes, I worked on a study for the federal government on sexual harassment in the workplace for the USPS. We were commissioned by an agency that was funded to identify the problem and resolve it. They had a vested interest in finding harassment. The original findings showed that there was very little real harassment. So they kept lowering the requirements for what was considered harassment until they eventually included "ever overhearing a dirty joke at work". Needless to say, using that definition, sexual harassment was rampant and a serious issue. I suspect the same thing is going on here. It is interesting to note that most of the sites that are reporting this study have a vested interest.

A 1991 study revealed that “17.7 percent of males who graduated from high school, and 82.2 percent of females, reported sexual harassment by faculty or staff during their years in school. Fully 13.5 percent said they had sexual intercourse with their teacher

I would love to know where they got that 13.5 percent from. My high school graduating class was around 600 kids. I'm sure if 80 of those kids had sex with a teacher, we would have heard about it.

Don´t know of a single affair between a teacher and a student in my graduation class.
No surprise there, however ... cannot remember a single female teacher at my school who would have been attractive enough to cause wet dreams ... and I assume the male teachers also weren´t attractive (and young) enough to cause any arousal in female students

We had, however, a few teachers who got suspended after becoming a little bit strange (probably due to stress at work) ... and suddenly started getting paranoid, or running around in school, clothed in a bathrobe

Yes, when a teacher gets caught, it's usually the lead story on the news. If I see a hand full a year, that's a lot so that 13.5 number just seems way out of wack.
