  • Didn't the BNA actually only grant provinces educational jurisdiction?

I'm not clear on when the arbitrary Catholic school thing came to pass.

    • From 5 minutes of wiki-ing, it seems the Canadian Constitution only guarantees provincial power for education.

Each province has their own acts which define if there are separate school systems. It seems Manitoba successfully abolished their separate school systems.

      • The BNA Act did what was required to establish a federal government to coexist with strong provincial powers, and other things. It is more significant constitutionally than 1982. 1982 is important for the amending process and the Charter.

It's complicated and I don't know the ins and outs, but that starts with the Quebec Act (1774).

          • The reason for the Catholic school systems is rooted in the rights of the French for education in French. Quebec was Catholic and the Catholic Church was used and served as a guardian for the rights of the French.

This served the interests of the British as it pacified the locals and made Quebec a more or less socially (and politically) stable colony.

              • Keep in mind that at the time of the conquest and Quebec Act, Ontario did not amount to much more than a few trading posts. The Atlantic colonies (provinces) were not that much more significant. Quebec was the prize and the key to the territory to the west.

American independence kick-started significant development in what became known as British North America.

                • Wasn't Ontario just Upper Canada at that point, and legally part of the colony of Quebec?

                  • What became Ontario was added to Quebec by the Quebec Act. Most was uninhabited by Europeans. It was split off to be Upper Canada after the influx of Loyalists after the Revolution.

Look up the Manitoba schools act, which was used as a model for the separate schools in SK and AB. ON has had theirs since confederation.

Adler vs Ontario upheld the constitutionality of separate schools.

BC actually didn't provide public Catholic school funding until 1977. They were never part of the original agreement.

                      • I link to the primary source for high schools which clearly backs what I said
You link to a secondary source for elementary schools and call me a liar?
I linked to the Fraser institute and the Fraser Institute clearly shows that Catholic schools outperformed public schools in AB.

So, once again, you've been proven wrong. Calgary != Alberta.

As for the BNA act vs the constitution - not sure why that's an issue - the repatriation of the constitution didn't change what was provided by the BNA Act on this issue.

                        • Your link was a blog about elementary schools.

My link was the official data for high schools.

                          Which is more important?

The data for rural Alberta may be skewed, but they are tiny schools. Weighting a school in Wainwright with 30 kids in an average with the same weight as a school in Calgary or Edmonton with 2200 is absurd, which is what that blog did with their averages.

In the big cities, where the vast majority of Albertans live and go to school, the Public schools rank higher and have for many years.

Sidenote: The Catholic district in Calgary is withholding even the option of the HPV vaccine because they think it'll encourage kids to start ****ing eachother.
