    Hezbollah has fired rockets from Lebanese territory, into Israeli territory, over the years. I'm not at all sure that the Lebanese government could stop Hezbollah.

        Hezbollah effectively controls the south of Lebanon. Hezbollah has no official recognition as a government. The do as they see fit, with lip service to the central government in Beirut. They are strong enough to do this.

                                HC said that the Lebanese government by not being able to control Hezbollah was somehow at fault and therefore a legitimate target of shelling of civilian areas...

                                I was pointing out that Israel occupied the Hezbollah regions of Lebanon for 18 years and could do no better than the Lebanese government in controlling Hezbollah.
