Are there witnesses who claim he peeled out at a hundred miles an hour or something? If not, then the only liability here is civil.

Your Jurisdiction's Laws May Vary (YJLMV), but usually in the event of an accident:
A) You don't have to say anything to an officer but if you don't your ass might get slapped with as many tickets as possible.
B) Many jurisdictions have "Implied Consent" laws which state that if you are driving there that you automatically consent to a blood/breath test unless you state otherwise. Refusal usually has you ending up in an administrative hearing that'll get your license yanked for a certain amount of time.
C) A plain view/wingspan search would be justified along with an inventory search of the vehicle if it's towed and placed in police custody.
D) Reckless Driving usually involves multiple violations over a short period of time, either observed by the officer or supported by PC. Good luck getting that in this case.
E) Having Fire/EMS respond to the scene and cart you off does not constitute hit and run unless you refuse treatment and then walk off before cops respond.

Yep, at least at the scene. Tiger is still an ******* for jerking the Florida troopers around, but well within his rights legally. Of course, if he hadn't gotten hurt and stuck around, the cops would have been within their rights to detain him for a reasonable amount of time necessary to conduct a preliminary investigation.

Unless he bailed out and ran like some hoodrat car thief, then probably not. Considering the CBC story said, "Windermere police Chief Daniel Saylor told The Associated Press that officers found the PGA star lying in the street with his wife, Elin, hovering over him.", it's pretty conclusive that he didn't run anywhere.

Yep unless there's video or good witnesses. Even then it'd be tough to sustain. There'd have to be proof that he was the one operating the vehicle.

I can just say that I am not really good at sports but I regularly tell the police to kiss my ass when they want to question me, largely because I have a great lawyer who is violently libertarian and Jewish who has told me that such language is protected by the first amendment, even if directed at police. The fifth amendment apparently does not prevent you from being indighted, but then again not much can. Losing sleep over that is silly since a conviction is all that counts (an indictktment is more like a warning saying a conviction may or may not happen, but many other things need to happen first ).

thats true, if I was parked up against a tree at 2:30 am with a hydrant as a hood ornament the cop would either check me for booze or have me checked at the hospital. I'd think thats sop for motorists taken in for cuts and bruises in one car accidents late at night
