          Depends on how you define "rock".

          If we have an expansive definition, I would definite put What's Going On? ahead of Baba O'Riley. I'd also include Superstitious and Higher Ground by Stevie Wonder.



          Since we're talking Clapton, I'd also like to mention While My Guitar Gently Weeps, which may just be the greatest five to six minutes in the history of Western civilization.

                  Dunno about best, but it is pretty good. I generally like their blues-rock hybrids (like SIBLY, WTLB, and BIGLY) best.

                    Baba O'Riley is a great song but its not even the who's best IMO.

                    No one has mentioned them, so three songs off the top of my head by Black Sabbath that foot the bill for me (and there are many others).

                    Black Sabbath
                    Iron Man
                    Paranoid

                      And just cause this thread shouldn't be dominated entirely by songs from before I was born, some other options:

                      1. Megadeth - Holy War
                      2. Guns 'n Roses - Civil War
                      3. The Outlaws - Green Grass & High Tides
                      4. Pearl Jam - Corduroy

                      (hmm, I like all songs with war in the title... hah)

                          I love love love Neil Young, but I'd be hard-pressed to say he's written a top ten all-time rock song. If I had to pick one, it'd be Ohio or Southern Man or Keep On Rockin, but I'm being generous.

                              for trying for some more modern songs. Comparing classic rock to classic rock is alright, but easier.

                              I'm with your #2. I'll add, from the 90s/00s (which is much harder, mind):

                              - Weezer "Buddy Holly"
                              - Nirvana "Lithium" ("Smells Like Teen Spirit" is the most popular, and I guess you can nominate as well if you want)
                              - Beck "Where It's At"
                              - The Hives "Hate To Say I Told You So"
                              - The White Stripes "Seven Nation Army" (or "Fell In Love With A Girl" or "Death Letter" could work too)
                              - Franz Ferdinand "Take Me Out"
                              (I think I picked 3 from the 90s and 3 from the 00s there)

                              Btw, It must be said that beating Baba O'Riley is a good song to pick for this. Guy for OT mod
