            It's nonviolent offenders. Mostly drug offenders.
            I heard violent offenders. They just want to free up space in prison, because they are basically bankrupt.

                Not necessarily violent, but certainly felons.

                This was predicted when the voters passed the 3-strikes law. The reaction to the warning that our prisons would become overcrowded, but the standard reply is, "we'll gladly pay for more prisons." Then, of course, every proposed tax increase was rejected. And so now our prisons have reached the level of being inhuman. Prisoners are sleeping in the rec halls, the dining halls and the corridors. Suicides, violence, etc. are all up. It'll take billions to fix the problems, which we don't have. And so...

                Folks gripe about incompetent elected official, but direct democracy is far worse. Voters can't seem to grasp that if they want government services (e.g. more felons in prison), these services have to be paid for.

                  Link about violent offenders? Oh, and yes Republicans have caused the state massive financial problems. This all dates back to the constitutional "reforms" the Republicans pushed through in the early 80's which changed it from a simple majority (50% +1 vote) to pass any tax increase or spending cut to requiring a super majority (2/3rds vote) to get a tax increase or a spending cut. You can still add spending with just a simple majority.

                  You can get 1/3rd of the politicians to oppose anything so it isn't a surprise that the result of this GOP "reform" has been complete gridlock. I mean in the 29 years since the GOP screwed up the state government not a single state budget has ever passed on time. We're two month into the new year and we still don't have a budget largely because the GOP refuses to increase taxes while the Democrats refuse to cut spending. **** Howard Jarvis and Ronald Reagan may they both be burning in hell.

                        It does what the GOP intended which is to make the state government completely disfunctional. The problem is most people want their government to actually function. Well, everyone not in the GOP.

                            I can think of plenty of things that should be cut before prison services. The issue isn't funding but priorities.

                              The Republicans aren't the ones opposing a spending cut. The Democrats are just as responsible for the impasse, since they are unwilling to present a budget with spending cuts, instead preferring to increase taxes to make up the shortfall.

                              If the Democrats were willing to abandon their quest for more and better taxes, then the budget would pass easily.
