Trappings of statehood, perhaps. EU still isn't a country.

Can Texas invade another country? When will CA get a seat at the UN?

BTW Could you elaborate on that? I hope you aren’t taking my posts literally.

What my second proposal in fact about is that we turn those countries into little replicas of China, little obedient ones. In essence I’m proposing to replace the illegal factories we have in Europe with ones built with our capital in North Africa and making them legal there, this way there will be less pressure from unskilled labor on Europe, and we’ll get some fresh taxes from our corporations, who would own the factories. The dirty jobs we really need done here can be more or less filled with existing lower classes. Now if that isn't pragmatic I don’t know what is...

Anyway the NA leaders will see or be made to see this is in their best interest …

PS I do consider this plan unethical, but such is the way of politics…

PS Don't American corporations control some similar sites near the US border in Mexico?

EDIT Just noticed Africa in you're response. My first proposal was about helping them, the one you commented was about exploting them.

Modern man calls walking more quickly in the same direction down the same road “change.”
The world, in the last three hundred years, has not changed except in that sense.

i can expand a little on that.

in very simple terms the solution in africa is economic development, but there are two major problems in this regard.

                  1) the lack of ability in the africans themselves.
                  2) the endemic corruption in african governments.

to say nothing of wars, famine and disease.

until something can be done address those two issues, then it's hard to see how progress can be made.

Do you remember what Morocco did once when Spain asked it to take care of illegal African immigrants that were trying to cross the strait from there? The immigration police rounded up a fresh bunch of illegals and dumped them back into Sahara. For some reason, Spain thought it was a failure.
I say you should just put a row of "trespassers will be shot" signs along the borders and the beaches and just do what it says. I think it should work.

Also, you could try recolonizing Africa. Take a look at Zimbabwe. It was a successful agricultural country when ruled by Europeans, but now it is an awful place. Actually, I should write a separate post about Africa.

Any illegal immigrants who try to get into Europe should be turned into soylent green then given to starving Africans.
