    A couple lowlights...

    TITLE TWO.1

    "QUÉBEC CITIZENSHIP

    "49.1. Québec citizenship is hereby established.

    "49.2. A person is a Québec citizen if the person

    (1) is a Canadian citizen and is domiciled in Québec on (insert the date of coming into force of this Act); or

    (2) was born in Québec after (insert the date of coming into force of this Act), or was born abroad after (insert the date of coming into force of this Act) to a parent who, at that time, was a Québec citizen.

    The Minister grants citizenship to any person who

    (1) has been a Canadian citizen for at least three months;

    (2) is domiciled in Québec;


    (3) has effectively resided in Québec for six months, including the three months preceding the date of the person's application;

    (4) has an appropriate knowledge of the French language; and

    (5) has an appropriate knowledge of Québec and of the responsibilities and advantages of citizenship.


    Which leads to...

    (1) run in municipal, school and legislative elections;

    (2) participate in the public funding of political parties; and

    (3) petition the National Assembly for the redress of grievances

        Wezil, I am not really up to date on this.
        Is this new?
        Is this different then anywhere else (citizenship requiring appropriate knowledge of the offical language that is)?

        Maybe I'm xenophobic but I couldn't really see what the "low" part of this law was.

            It's a bill proposed by PQ chef Pauline Marois, that most likely won't pass. As Thyme said, it's within the limits of normal citizenship requirements. What's your beef ?

              the bill will never pass because it is unconstitutional.

              I remember you have to be born in USA to be an US president. The US requirement is even higher than what P. Marois have proposed.

                The important thing here is not the citizenship requirements. It's the possibility that the federal government *could* intervene, thus triggering a constitutional crisis that would be good for separatism...

                      Yes it is new.

                      What makes this pretty "low" is that if you are a new immigrant to Quebec (but still a Canadian citizen) you will have fewer rights than others unless you can demonstrate (presumably to the satisfaction of some PQ flunky) you have "appropriate knowledge of the French language".

                      Fail this test and you are forbidden to run for office and are precluded from filing grievance against the government. Very nice.

                          I'm not positively asserting anything, just pointing out that the requirement of speaking the official language is a standard requirement in many countries.

                          As I said, I like the bill, but not for its proposals - I'm mouthing at the possibility of Harper intervening and stirring up nationalist sentiment.

                              Yes (english or French) makes you a Canadian citizen. Just tough nuts for any that happen to live in Quebec if the PQ had their way.

                              As was pointed out this wouldn't stand a chance of passing a Constitutional challenge even if the 3rd party in Quebec were to ever get such a monstrosity passed.

                                Unfortunately, our bonehead Prime Minister in his desperate attempt to pander for Quebec votes passed a resolution declaring Quebec a "Nation". This is some of the predicted fall-out.
