I've frequently had to move or wait longer for seats farther from the smoking section when going places with my mom or SO, both of which cannot be around the smoke...

Make establishments choose smoking or no entirely. The market would adjust to the numbers, and i suspect there would be more non.

Cafes here were going non before any bylaws.
