The Lib Dems are roughly in the same position as the Bloc/NDP. They might jump on a ruling coalition at some point, but running the gov't isn't very likely in the short term. I was using Canada as the definition of the viability of "third parties," and by that metric there are plenty of similar examples.
The US is pretty unique in that none of the parties that you mentioned have any of the 535 seats in Congress. All we have are two independents. As for apologizing for the war, that is a policy decision. That would be like expecting Democrats to apologize for raising taxes or Republicans apologizing for lower taxes on the rich.
If you insult someone and don't apologize, it implies you meant to insult them.

Apparently he didn't feel sorry in that case and actually meant the insults. I mean it stands to reason he did sign her death warrant so probably not a great deal of sympathy to her plight.

That was Carla Faye Tucker in 1998. He denied her clemency petition, and Bush went on to mock her for the heavily pity-oriented campaign that was being conducted on her behalf leading up to the execution, by quipping "Please don't kill me..".
She was a convicted pick-axe murderer. I'm all for mocking those, although maybe, as the Governor, he should've kept silent on that particular occasion.
But there was certainly no need for him to apologize to the murderer for the remark. That's a loonie way of looking at it.
