Nuclear weapons are a bit expensive for that, and I doubt even he's that crazy. If he wanted to start a war, you'd think he'd at least plan for war with a specific country instead of leaving it to chance. "Eenie meenie miney moe, which of these is going to glow?"

Even assuming he did such a thing....lessee, to the north we've got mostly sparsely-inhabited Siberia; to the east sparsely-inhabited Alaska and Canada; to the south mostly ocean; to the west China, which we in the US do not particularly give a damn about and which is the closest thing he's got to a friend besides. Odds are that a poorly-guided or dumbfired missile wouldn't cause major damage. This is assuming you're talking about his Taepodongs as opposed to the short-rangers.

None of those 3 states was ever signatory to the NPT, and peraps more important, none of those states used their nuclear programs to blackmail goodies out of other states. It was that behavior, the blackmail, that I would suggest must not be rewarded, which is something different from saying that the illegal aquisition of nukes cannot be tolerated.

The fact that they never even agreed to the whole NPT system has made them revisionists for over 30 years, and yet they have never suffered, and the US is now still thinking of going ahead with the deal with INdai that undermines the whole system.

Also, getting nukes outside of the NPT is still "illegal". Just because you say you don;t accept a law does not mean everyone else didn't and thus is remains a law. So again, the fact that those three countries have suffered few consequences, if any, for their defiance speaks as to how highly the whole NPT system can be maintained.

I have never said they are eager to see the collapse of the regime. What I have said is that the cost benefit of certain sanctions has changed for them, and they may be more willing to accept sanctions that RISK the collapse of the regime (though they certainly will still hope that that collapse does not happen) It seems in the last few hours that they have largely accepted most of the sanctions that the US asked for, on condition that military action be explicitly excluded from the resolution.

And the sanctions that will be placed on NK will be enough to show them the Chinese are unhappy, but certainly won't do anything to get NK to give up its nukes. Its pretty obvious that NK believes (correctly) that China won't pull the final trigger, and thus, they have the ability to do things that piss China off.
