I wouldn't really expect a reply that makes since or is really consistent without seeming to justify either the rocket attacks and/or the presence of a hostile, well-armed proxy army for Syria/Iran on Israel's border who regularly makes raids across the border.

The main point though is that this is a terrorist organisation which is not restricted to 'conventional' means of warfare. Israel has nominally signed up to be a responsible part of the world community.
Besides the US nuked Nagasaki and Hiroshima - plenty of innocent civilians there I'm sure...Comment

This has everything to do with it. Terrorists aren't shackled with trying to avoid civilian casualties - that is usually their main target. So try not to be so naive as to expect them to play by the 'rules' of engagement - but at the same time when a sovereign state starts employing similar tactics, is it also not guilty of terrorism?nor has the nature of terrorism.
