Two years of fuss over a few dozen tortured men in Abu Ghraib << Razing, raping and enslaving whole cities after conquering them.

          The west had definetely improved.

While world peace has increased for the moment, the foundation upon which it rests, faith, faithfulness, integrity, and honor, has decayed.

              yeah

but does the fact that we have assigned rules for war made them any less evil or does it just mean that we view war more like a MiltonBradley game?

1956, Soviet tanks rolling through Budapest, Suez crisis, many African nations still colonies - yep there is progress (which of course doesn't mean that everything is fine now)

Particularly since it appears the French are letting their guard down again...

How are we quantifying this nebulous concept of "evil"? It seems rather evident that a far greater percentage of people care about human rights and some measure of equality than before.

IMO, evil would be any opposition to peace

is equality an opposition to peace? only when it spawns violence. quiet oppresion, IMO, wouldn't conclude evil.

It sure might if you're being the being quietly oppressed.

Would you rather be quietly opressed or drafted into a facist army to murder civilians in a camp, or murder civilians in a colonial empire, or robbed of everything you own by the goverment and summarily executed?

What about not being able to actually vote in much of the U.S.? Segregation anyone?

This really is no question-times are much, much, much better, some people just want to be opressed.

Its not perfect but its much better.

Good question - and while "Progress" is also unquantified, the more curious thing to me is the assumption that there is a link between the two, which we're meant to just swallow whole.
