I think that evil has reached maximum (and has been there for a long time) with God still providing a restraining hand.
This isn't something that I have thought a lot about.

Progress has definately occured, and if you don't believe me than go back 1000 years to live your ~30 year life as a dirt poor peasant for some absolute dictator who can declare war on another absolute dictator because of an insult. Now, that is just Europe 1000 years ago. Most people in the world still live miserable lives. But surely now, when there are millions leading lives that nearly all in the past could have only dreamed of, are things less "evil".
If by "any other point" you mean points even several thousands of years ago, I definitely will say it has become less evil in overall.
Especially the amount of genocide has been dropped considerably compared to for example the classic ages (around 500 AD and earlier) and which were also done by civilizations which were considered "civilized" during their time.
I think there is also less chance throughout the world that you might be considered to be a witch (or of the wrong faith) and be tortured and/or burned on the stake, or that your property gets confiscated (or even you and your family get killed) because some marauding armies enter the village and are allowed to plunder because thats how they are paid (like common with the mercenaries during the medieval ages [destroyed whole cities during the 30 year war in germany as both sides did so without mercy]).
You´ll also see less oppression of women in the world, although there are still plenty of states throughout the world where women are oppressed and don´t have many rights, the number of states where women are seen equal to men steadily grows.
Above said thing are especially true for the european and north american continent of course, but, as the conditions on all of the other continents haven´t worsened considerably over the same time, I´d think that the world has definitely gotten "less evil" nowadays than it was before.

If anything they had less integrity in the past, with all the strife to gain power, even if it was your own brother you had to usurp.

As I consider the above mentioned things to be evil I think a reduction in these things (in the more developed nations) can definitely be called progress against evil.

we find new evil. im sure that people against gay marriage and abortion would say we live in the most evil period in history only because we dont have a hitler or stalin to kick around at the moment.

Speaking of the US I would say that before and during the world wars the average Joe was more ready to make the sacrifices needed to get the job done than folks today. I believe they were more ready because of faith, integrity, honor...
