Yes, but there are good penalties (hooking a leading scorer down on a breakaway) and dumb penalties (holding a no-name player along the boards when you're even strength).

What I could see on the replay is that a defencemen clears a German from in front of the net, another German comes in from behind and gets a clean shot.

You can argue all you want about who should have been covering the scorer, but to blame it all on McCabe is just stupid. It's a team effort out there with the problem starting when Pronger takes a penalty.

McCabe's penalty had no effect on the game.

McCabe's penalty and subsequent misplay permitted a goal. Since you weren't watching that closely, I don't know why you're arguing this.

McCabe was supposed to come out and take a position by the blueline and act as a forward in the absence of one there (due to his penalty). As part of a clearing attempt by Canada, the puck wound up around the boards to that area...if McCabe was in the proper position we'd have cleared the puck out of the zone. Instead, they retained possession and scored. They obtained possession thanks to McCabe's dumb penalty, set up thanks to his dumb penalty, and capitalized on his dumb positioning after leaving the box.
