    Stock prices are based on the NPV of the expected stream of future cash flows. If retained earnings are invested in negative NPV projects, instead of positive NPV projects, that will impact stock valuation. That is why, BTW, when management invests in enough to neg NPV projects to depress the stock price, there is often a takeover attempt.

I'll be beyond enraged if illegals become eligible for in-state tuition. I don't think it will happen even with the Kaine victory, but it was an issue that definately made me wary of Kaine and Byrne.
      And thankfully it doesn't matter since you don't vote in VA elections. If your opinion mattered, you'd be eligible.

        • My mistake . Generalizing from red states... Nonetheless, illegal immigrants rarely make enough to qualify for significant income taxes. I assume that the same's true in VA.

                Illegal immigrants pay sales taxes, tolls, and excise taxes. They also pay property taxes, when renting (as is almost always the case with illegal immigrants).
                So do I. I'm also paying any tax taken from payrolls, because I'm a legal employee (whereas most illegals are getting paid under the table) Why don't I get in state tuition? You're also assuming that these illegals are renting under otherwise normal conditions and not making under the table, tax free bargains with landowners, an assumption that is false in many circumstances.

                  States without income tax: Alaska, Florida, Nevada, New Hampshire, South Dakota, Tennessee, Texas, Washington, Wyoming..

                    Renters dont pay prop taxes per se. They pay rent to a landlord, who pays property taxes. Nothing a side bargain can do to avoid prop taxes (unless its a side bargain involving the tax assessor )

                          Nor are the illegals, yet you want to cut them a break that you are unwilling to give to out of staters. Besides, out of staters add more to Virginia schools than the in staters. The state should be thaning us for raising their academic credentials rather than penalizing us.

                              1) They live here, more than a college student who could move anywhere in the country when he's done lives here.

                              2) Illegals are way more likely to need in-state tuition than a citizen.

                              3) It's our state, we can do what we want with it. Once more, if you don't like it, no on forced you to come here.

                                It's not the illegals state, either. In fact, it's more "my state" than it is theirs. I've consistenly been here contributing for six years. Have they? I don't really mind paying out of state tuition, so long as the rules are consistently applied. This is a case in which the standards are not being consistently applied.
