US$200,000 is the figure that I have seen put out by HM Treasury. Bishopsgate (IIRC) was put at around £3,000.

The police can currently stop and search someone they are suspicious of- when you are asked your address you can give it, a ficticious one, or someone elses.
Unless you have committed an offence, you cannot be arrested, and thus the Police cannot confirm your ID or address. They actually are forced to believe you(or not, it doesn't matter)
An ID card will close this incredible handicap.
As a punk in the late 70's and early 80's I'd get stopped all the time, giving a random home address or my real one made no difference to the copper as he simply couldn't verify it anyway.
My critcism of the Police would be: Get out of your cars and vans and start walking and talking again, you might even get enough snippets of info in a community to form a picture of the area you are meant to be serving.
Unless I'm mistaken, the role of the Police is still policing by consent, not the US enforcement style.

I don't quite see the issue. If you're doing nothing wrong, why the hell should you have to inform the police of your address and details...

That is the exact point- Unless they find something on you the the entire stop and search is utterly pointless- It's taken up both my time and theirs.
If it is actually someone they are suspicious of- drugs and guns in Brixton, in that order; just, at least they'll actually get the REAL name and REAL address of the suspected street dealer they wanna get, assuming anti-fraud measures on the card are upto scratch, unlike mainland Europe cards from what you all say above.
On the cost to us of the card: Like everyone else (I hope) I will refuse to pay money in exchange for my identity as I already exist and therefor have no need to prove my existance.
The mistake would seem to be in prolonging and repeating the revelation of your ignorance.
