Knowledge is an important part of intellect. After all, intellect is the capacity for knowledge, so, while it is not exact, the level of knowledge should have a correlation with the level of intellect (unless you are autistic or something ) .

Quality of the code is analyzed in a tie situation, but is a subjective minefield of conflicting schools of thought.
The contest is to determine problem solving aptitude more than anything else.
They don't teach you how to "sluff out code" at Calgary, they teach you how to solve problems. The problem is a lot of universities seem to be just focusing on how to "sluff out code", increasingly the US ones, which is why they're tanking in the rankings compared to other schools.
For what it's worth, UBC finally ranked above Calgary this year. They're 19th or something?

I deal with this first hand -- IBMers in India and customers for American tech companies with Indian employees all the time. The kind of jobs outsourced to India should scare the kids taking programming courses at their community college, but not university-degree software engineers/computer scientists. That's why our salaries keep going up, even though I hear all of the dumbass management students saying my job is going to India.
they are, as soon as they realize you guys are overpaid, lazy, and cant communicate. they can cut all the fat in america, and hire five times as many CS guys in India, plus managers, for the price of one in america, and they do a better job. plus they dont ask for healthcare, or any other perks. a win win.
