Do you have economic figures to back that up? Anyway I would say they are doing better now because East Germany is no longer under a rule of a dicatorship, they no longer are not allowed to flee the country, and they no they longer have a huge Stasi force spying on the population.
I can't give you the exact source, but when I was doing a paper on Latin American economies I was looking up the books of economic statistics that the US government puts out. East Germany had the 11th highest standard of living in the world.
Since reunification, unemployment in the East has exploded, wages have fallen, savings dissipated, etc. In the East there is a resurgent socialist movement as well as a neo-Nazi movement. Many of the social services that East Germans took for granted have disappeared. Even once public beaches have been privitized.

I think the differential East West was 1/3 or 1/4. The difference North/South is 1/16.

Isn't part of the problem that the economy of West Germany was so much better than that of East Germany at the time of reunification? IIRC, population of the former East Germany has dropped quite considerably. This is going to hurt any economic revival.
Also, I thought the Soviets were more concerned with what they could haul out of East Germany than what they could bring in.
