You could, assuming you can find a relevant university course in English in the area where you'll be living (hopefully Oslo and not some obscure rural district). There probably aren't that many, but the number should be increasing.
Anyway, there are 3 or 4 largish cities with a decent student life, with Trondheim probably being the best.
Pretty much everyone who has completed primary school and/or has a TV in the house speaks English.CSPAComment
