                  You could, assuming you can find a relevant university course in English in the area where you'll be living (hopefully Oslo and not some obscure rural district). There probably aren't that many, but the number should be increasing. For example, at the University of Copenhagen institute where I work a couple of times a week, we offer an international masters degree taught in English where more than 90% come from abroad.

                  You would, however, have a hard time finding employment in Norway without some degree of Norwegian skills. But I'd assume your relatives wouldn't charge you for your visit.

                      definitely go for it :b You have relatives in Norway, and they'll help you by hosting you, and probably help you with the administration. You'll have to find English courses in Norway, but that shouldn't be too difficult.
                      Studying abroad is an excellent idea, and it seems to be easier for you than for many. So don't hesitate, and go for it already!
