Oh, and you can't call it The Democracy. TPM seems to imply that on some worlds (like Naboo), the royalty of the planet is represented in the Senate. Even if you count the books, they probably don't come close to 10% of the planets in the Old Republic.

At the time of the 1st episode Queen Amadala was fairly young, just a teenager, episode 2 took place a mere 9 or 10 years later and she had already finished her term as queen and had been serving as senator for a couple of years, so the term of a Naboo queen must not have been very long.
