                            I don't get it. Government regulates badly but over time they do get better in the areas that they regulate. People complain and make submissions and things change so that things like wildlife and the environment get better protected

                            Your schemes would involve( and a conservative estimate here,) perhaps an 8fold increase in necessary regulations and most of that in areas that government does not currently regulate at all. These means huge loopholes and in western democracies, likely large underground economies. It would be like prohibition in the US-- If the bulk of the poulace does not believe in the laws at all, they lose legitimacy and are not obeyed
