              Out of the last five years its Kosovo (admittedly not started, but illegally meddled into a civil war), Afghanistan (an attack by terrorists=criminals does not justify the invasion of a souvereign country, even though it's a fundamentalist one with no friends) and Iraq. For the latter you will probably bring the old excuse, that it was the continuation of GW1, since no peace treaty had been signed. A lot of people see this different.

              Prior to that, a lot has happened, from the Dominican Republic, over Libya, Lebanon, Grenada and Panama, to name only a few. Not all of them qualify as full fledged wars and I am sure you may think that some of them are justified. This is, again, in the eye of the beholder.

                        So how was Kosovo justified? Who allowed the NATO (= effectively the US) to intervene? I don't try justify Milosevic, but there is a lot of civil wars going on in the world, with lots of victims and refugees. This doesn't make these countries free for invasions. And what was going on in Yugoslavia was far far away from being genocide, which would justify an intervention.

                              This is a matter of definition. To meddle into a civil war from outside, thus making it an interstate war, could as well been seen as having started the war in the word's classical sense. A civil war is an internal affair and justifies external intervention only in rare exceptions.
