    • Are you advocating these two together then? In other words are you advocating systemly rapes of the prisoners as a punishment?

          I don't think it needs to become the system of the prison in order to see it accomplished.

            Yes, but I'm talking about the negligent ones. Different level of responsibility from someone who deliberately, and repeatedly sets out a crime.

                Negligence is another sort of crime though. They aren't the same. You're either charged with neglegence or deliberate act, but it doesn't make any difference to what we're talking about.
