It would be wise to take skeptical view of "voting reports" on anyone in Congress. Many times these bills have multiple riders which aren't conveyed in the title of the bill. Sometimes it's hard to vote for the "F-15 bill" when someone has put three riders on the bill for pork barrel legislation.
