No, but the brain is friggin' amazing. Consider stroke victims. Sometimes people who've had whole regions of the brain destroyed are able to shift motor control, language usage, to new sections of the brain. It's a wonderfully adaptive organ.

I suspect that, given enough time, even adults might learn to use an additional limb, but it wouldn't be easy and I doubt they'd ever achieve the level of control of an augmented child.
