Don't think that's quite accurate. The trend in all modern Western societies has been dramatically declining birthrates. Without immigration, U.S. population growth would be negative, IIRC. If China "fails to catch up," as you assert, I see no reason why they won't still have a birthrate that dramatically outpaces our own population growth.
