Call To Power 2 Cradle 3+ mod in progress: https://apolyton.net/forum/other-games/call-to-power-2/ctp2-creation/9437883-making-cradle-3-fully-compatible-with-the-apolyton-edition
Crackhouses, liquor stores, bars, etc. fall under the category of "Drug Store" in CTP. All attempt to relieve the "pain" (mental or physical) in some way or other, legally or otherwise. (The illegal kind combines with the "Crime" factor in CTP.) I'm not sure about the 25% effect on Production though.
It comes from the fact that they work longer hours, to make more money, to buy more crack and liquor, so they can work longers, to make more money, to buy more crack and liquor, so they can work...
So one guy turns to another guy and says "T.A.I." His friends says "What?" He responds by saing "Think about it;)"
I suppose that explains why so many crackheads lead huge corporations, so they can acquire more crack!
Humanity has the stars in its future, and that future is too important to be lost under the burden of juvenile folly and ignorant superstition.

Or it could be like the Canadian sollution "legalize Pot"

I like your use of spies in Another World
That was actually Faded Glory's invention - think Don was the first, who got a little chocked in the game Monkey2, when Faded let his spies make those big "noices". Guess no-one in that game expected to see anymore pollution due to nukeattacks after the nuke-unit had gone obsolute.
And while we were talking about spies and Don. A year ago or so, I did not consider spies as a really powerfull unit - but in Monkey1, Don pushed a spy on me and got a newly conquered city (with most of my attackforce (tanks) in and just outside the city) revolting. That stopped me - just like someone closed a door into your face. Bang!
Those two expiriences gave me a somewhat different look at the little men in black coats......
First they ignore you. Then they laugh at you. Then they fight you. Then you win.
Spies, cyber spies wonderful little stealth, chaos, death and destruction units. Nice to see someone else picking up on special units.
Grab an army of them load a few space planes drop em off in a secluded enemy zone. Great first strike units or a great way to slow your enemy down. Toss in some infectors, lawyers and corps and you have created one messed up civ. :0)

Learned this from my game with Hatchy - when making nukeattacks, go for the wondercities of your enemy first, second go for the most polluting cities. After nuking them, take them. When retaken (your enemy would normally try to do so), the city is annihilated and the wonder gone with it. Alternative - if you want to be sure the wonder(s) is/are gone for ever - disband the city.
Ohhh, remember to sell the best improvement in the city before you end your turn.
Sorry Math for what I just did to you.

(though I am a happy dictator ) - I do feel with you. I lost both Edison Lab and my global eye - then 6 of my most productive/science cities when Hatchy gave me a lesson in how to wage nukewars.
And I have still not revealed everything - this info is for those using subs/bombers/stealthbombers to carry the nukes forward (as I did when I started to use the nukes). There are other alternatives - much more effective.
