If we are changing research to Sailing should we inform PAL?

I'm not so sure if we really have nothing to lose. If we have anything to gain, like trade, by all means do it. But if it doesn't make a difference, I'd say let's wait a bit with an OB agreement. It can be seen by all other teams, and reveals our cooperation with PAL which I'd rather keep secret as long as possible.

It's probably a minor issue only, but something to keep in mind for the future.

And do we need to inform PAL of our switch of Iron Working / Sailing? Since we are supposed to be researching both, does it matter which order we do them in?

I just wouldn't want it to get out to say, Templars or Imperio that we switched off IW, since that might indicate that we found other strategic resources (which, of course, we did)

I don't think we need to tell them. We have provided updates - while they haven't reciprocated. If they ask for an update, I'll phrase it as "We will be ready to trade IW+Sailing in X turns." which doesn't disclose the order of the techs.

Right, for the open borders to work for us, we would need Sailing anyway. So we can delay the open borders agreement until after the tech trade.

We can offer OB as soon as we research Sailing, but I doubt they'll accept, so might as well wait until the tech trade is ready. I also agree that we don't have to notify them about details as long as we fulfill our promises.

Should we send PAL a warning about Imperio's GNP and quality of capital now, before they agree to make any deals with them?

PS If discovery of Sailing opens trade route to PAL, we might have to explain to them that we took a detour from IW, in case they worry that we tanked our economy and took this long to research Sailing itself.

I will have to look closely at the numbers later, but chances are good that PAL sees Imperios demographs as well, so they are probably aware of it.

PAL informed me in-game that they are 20 turns away from completing their side of the package. I told them we are 12 turns away, although I am not sure they were still logged in to read it.
20 turns seems quite long, would have expected sooner completion date.

Yeah, well PAL's GNP performance has been the one category where they're not killing everyone else. They're working all high-food tiles with relatively little commerce (probably a lot of seafood, corn/wheat, and cattle/pig tiles). They also have four cities with little/no infrastructure - high costs. Our being Organized is going to help in that department, since we also plan to spread out like the plague.

I see it as a good thing. PAL is already running away enough with the game.

Would it be worth to split the trade to get writing earlier for a library in Airstrip One?

It would be, except that PAL is researching Alphabet, and we need that to make the trade in the first place.
