I agree with SP; we are not in a position to back up Sullla's words with actions, and just risk Imperio calling our bluff. just the single sentence is my preferred option.

This takes out the hollow military threat, but still threatens diplomatic consequences. If they try to defend literal interpretation of espionage not being acts of war, we could escalate the diplomatic argument to other teams (worsening their reputation) and show everybody that Imperio's English is good enough to argue about fine points of diplomatic agreements. (Destroying Imperio's "me no speak English good" excuse.)

I don't care all that much about the exact wording, but I'd like to suggest we send something in the next 12 hours. I have held off on offering Imperio Literature in-game until we send off our email, and we've played about 10 hours of the current turn already.

Yes, I definitely offered them Literature last turn, for free. I guess that whoever logged into the game rejected the deal (?)
Honestly, what is this team thinking? Their latest research was.... COMPASS?!?Perfect for us, since we can get that from Banana anyway. Aren't they planning on going to war with us? Maybe a tech like, ya know, Engineering or Guilds would be good to have?

From the civstats it looks like Imperio accepted our Literature offer. They also gave in to a tech demand from Templars (Templars score goes up by 12points (classical tech) after Imperio logs in).
Scenario A: Templars got Compass from Imperio as part of the MC deal.
Scenario B: Templars got HBR from Imperio by threatening them to give in to our deal. "If you want us to continue MC from RB we need HBR from you".
