I think I tried that way back in time, only to find that eventually it will get to pick whatever govt it wants (even with govt switching turned off).

Can you also reduce the Russian's money? I recall that I didn't fix this up at the start of the scenario, and as a result Russia has $11,000 too much money - please subtract this from my treasury.

OK I removed the money from Russia, restored democracy, and made governments non-swicthable (you couldn't switch govt's through the menus before, but you could switch from dem to anarchy: now this fixes it.)

The new city replaces the town destroyed during the inital months of the Chinese invasion. It is hoped that the city will serve as a valuable centre of trade on the China-Russia border.
