The Division of Canal Development and Operations reports that tonnage levels at Malaga and Salamanca are acceptable. The overall Ministry rating is also acceptable, given our level of advancement.

Too many cities have no trade routes at all. Each city needs one trade route to Bilbao (or Madrid if the goods are demanded there) to get a quick result with large continuing bonus.

We lack proper road connections on the Iberian mainland that can greatly increase bonuses from domestic trade routes (+50%). Mostly, this means more Settlers for construction.

For example, the forest next to Madrid has no road. Cities to the East need a road in that tile in order to get the road bonus to Madrid or Bilbao. Other cities need roads in the swamps around the Madrid Silk tile in order to be officially connected to Bilbao. Saragossa just needs a road to Salamanca. To the NW, swamp tiles between Madrid and Seville/CBeach need roads.

Several of our mature cities still have no Marketplace.

Revenues built caravans, gentlemen! More Mkts means lower Lux rate needed for celebrations, more available for taxes or science.

The resident perfectionist recognizes that Libraries have a lower rate of return than an average caravan, and therefore restrains from complaints about lack of reading material for our scholars.

LF comes to power and notices that:
1) Tech gifting to the Sioux reduces the number of beakers/tech from 1332 to 1152.
2) Luxuries are set at 40% while NO city is celebrating and growing.

Therefore luxuries are set at 20% (and the mighty musketman who is wandering on the island west of Another canal is disbanded) ... and the previous leader of the Iberians is sent to THE INSTITUTE in order to improve his knowledge of tech gifting and making good use of the luxury slider.

Further look at the map provides 2 priorities: build ISAAC and build numerous settlers.

1220: CHEMISTRY
Beads from Salamanca to Slim Buttes = 236g
Coal from Barcelona to Slim Buttes = 80g
1240: Dye from Madrid to Wounded knee = 304g
1260: THEORY OF GRAVITY

Harumph. Those 4 settlers working near Bilbao were there to irrigate (and clear swamp). 2 turns later, SSC-Bilbao is size 27 and luxuries are returned to normal

Notes for my successor Automobile will be in next turn. There are enough shields in Madrid for Shakespeare's Theatre which is currently not celebrating due to red faces. The sleeping freight outside Bilbao is spice (demanded) but if you deliver it before Bilbao has built a freight its gold supply will be lost.
