If the Gaians would agree that we may offer Doc:Loy to the Spartans, the Spartans will know that the Gaians have it the minute we sent it to them (diplomacy screen). So or we need a very valid story to explain this, or face the consequences for the rest of the game.

It is not our fault that Spartans were not able to discuss it with Gaians. Unfortunatelly, when we accept the Spartan offer without informing both other sides what is going on with Doc Loyality we may be accused later of abusing them both. It is kinda dilema. What do you think?

We still don't know if Gaians intend to build the CN.
But lets respond to Ill and tell him the Spartans have been in contact looking to leap frog to Doc: Loy by offering us those 3 techs. Tell Ill, Spartans want to build CN and that Spartans as far as we can guess don't know that Gaians have Doc: Loy.
If they, the Gaians want to build CN, then we won't agree to leap frog in order to protect our integrity. But say also that we might wish to advise Spartans that they, the Gaians, have Doc Loy so that the Spartans too understand our integrity in these matters. Then both sides can choose to repair relationships or not.
Meanwhile note in Ill message, hint about further comm links. Interesting? On the ISDG 2012 team at the heart of CiviLIZation

The further com link hint was interesting... as was the fact that they mentioned the Maniac manifesto almost point by point, answering our wonderings of if Sparta had contacted them regarding the plan as well... and summarily withdrawing it just like they did to us.
We need to thank Illu on the Doc: Mob and inform them of what was offered for Doc: Loy through us. While they might offer the same deal to Gaians.
I can see something like this to Illu:
Many thanks on the Doc: Mob offer, it will allow us to quickly switch to Doc: Flex and further our standing agreement with you.
Sparta has approached us, and withdrawn that same Fusion Power proposal, however they have also approached us with a more serious proposal that has not been withdrawn.
In order for us to remain honest and open with the Gaians, our technology trade partners, we felt it was needed to let you know that Sparta has designs on the CN by offering us (INSERT THOSE 3 TECHS HERE).
While this would greatly advance our own plans in the tech trade realm and get us both Doc: Flex faster, if you have been producing and are close to finishing the CN we'll leave the decision up to you as how to pursue the matter with Sparta, but this may help in repairing relations between the two factions.I'm not conceited, conceit is a fault and I have no faults...
Civ and WoW are my crack... just one... more... turn...

A message from Illuminatus:
Indeed. Spartans were easy to cooperate with before, but it seems as if they tried to force their hand by bullying us - just to get their secret projects. We hope they return to normal. Also, I inform you that research on Social Psych is now complete, and our next most likely research will be Ecological Engineering, although there is still a debate. If you have an idea, you can feel free to suggest a beeline, but since we have Gene Splicing - the debate is whether to go for restriction lifting technologies then. If you feel in need of Gene Splicing we are open to negotiate trade. I am wondering if Angels are interested in beelining to Ethical Calculus with us? We could give you Social Psych and you would in return research and give us Ethical Calculus. CC and Democracy would be most useful for both of us, I believe. Mobility follows next turn.

Gaians have not responded so far directly for the inquiry if they wish to complete Command Nexus. So anyway, we post this statement:
To Gaian Union,
Many thanks on the Doc: Mob offer, it will allow us to quickly switch to Doc: Flex and further our standing agreement with you.
Sparta has approached us, and withdrawn that same Fusion Power proposal, however they have also approached us with a more serious proposal that has not been withdrawn.
In order for us to remain honest and open with the Gaians, our technology trade partners, we felt it was needed to let you know that Sparta has designs on the Command Nexus by offering us 3 technologies (Doctrine Mobility, Social Psych, Doctrine Flexibility) in exchange for completing Doctrine Loyality as soon as possible and forwarding this technology as we research it.
It appears that Spartan Federation is not aware that you posses Doctrine Loyality. In case if you wish to complete Command Nexus, we will refuse the Spartan offer allowing them obtain Doctrine Loyality from us, as it is in current form. This refusal is necessary to protect our integrity, we believe. However, if you wish to complete Command Nexus and we refuse Spartans we would like to inform the Spartan Federation of the cause of our action informing them that you have doctrine Loyality and intend to build Command Nexus.
We hope also that clarification of this issue will help to repair Gaian - Spartan relations, if both interested factions will choose to do so.
Sincerely,

I think we're better off changing to AdapEcon if we receive Doc:Mob... Any tech we lack now can be acquired by means of Yang if necessary... but I'm out of it for the time being (see 'Regret to inform' thread), so good luck with it.

A change of our research agreement with Gaians will require their (Gaians) aproval. Do we want to do it? There is little time now. We will receive Mobility very shortly.
What are your votes on that?
How to do this change? I mean, should we reveal the danger that Morganities may acquire PEG, and we want to do it before they can get it?

One remark: they will receive Doc:Flex from the Spartans, so we can't trade that with them. If we need to give sth for Doc: Mob, I suggest ProgPsych. There research is finished now (so they say), so even if we offer them that tech for the trade, they (and the Morgans) can't catch up anymore. The PEG is ours then.
This only leaves the problem of how to acquire Doc:Flex eventually... darn, can't get lose of this one yet it seems.
