Actually, in 1803 there was no Austrian Emperor. Francis II of the Holy Roman Empire was crowned Emperor of Austria in 1804 and laid down the Holy Roman crown in 1806 with which the Holy Roman Empire finally ceased to exist.

*Sneak attack of European AI to me! It seems they made an unsuccessful attack on Venetia, on the other hand their powerful navy blocked the Gibraltar Strait; Austrian trade boats stay safely in Syracuse cancelling their depart towards the USA
