New RP System: Leadership
In the interests of transparent RPing, I have developed a simple guide for other players to understand the basics of Inca leadership. This will not apply to all Inca sub-personalities, like the ST Y'npazhak or Sapa Talchu Tupaca, but it will be a rough guide to general Inca tendencies.
During succession of leadership, information on the new tendencies will be posted. The tendencies of the Sapa Chitcopi (Emperor) will be displayed, along with the weight of the four governmental institutions (Y'npazhak (foreign), Malha (military), Chuycocha (Finance), Sulma (law)).
Leadership tendencies will be displayed along the lines of Civ traits. There will be 7 categories:
Militarism: this explains his tendency and/or predilection to build armies. It is not strictly linear. The options are "pacifist" (he does not build armies, and may disband current armies), "defensive" (he builds defensive units primarily, and is only interested in homeland security), "neutral" (he simply keeps pace with international norms, and builds a balanced, offensive/defensive military, generally with a strong defensive bent), "armorer" (he builds offensive military and siege units), "militaristic" (massive buildups).
This trait will also give an indication of his approach to foreign affairs. "Defensive" leaders will likely favor non-aggression and have a focus on security, and are likely risk averse when it comes to military force.
Expansionism: this trait is simple, it depicts his tendency to settle and expand lands. The options are "non-expansive", "neutral", and "expansive". It is fairly straight-forward and linear.
Aggression: how aggressive the leader is as a person. Likely to affect foreign affairs and how he handles internal affairs. "Pussywillow" avoids conflict at all costs. "Weak" is conflict averse and easily compromises when pushed. "Neutral" is just that. "Offensive" will push issues and be more likely to start wars. "Aggressive" will be stubborn, bloodthirsty, and generally intolerant of conflicting views/approaches/movements.
Diplomacy: how apt the leader is to behave diplomatically, take into consideration long-term diplomatic affairs and relationships, and work towards non-violent solutions to problems. Also, not linear. "Isolationist", someone who avoids diplomacy and does not care much about this; "non-interventionist", someone who does not care for international affairs but is willing to be minorly involved for bigger issues; "trader", someone who is primarily interested in increasing economic integration and boosting trade; "diplomat", someone who respects past agreements and the art of persuasion and deal-making with foreigners; "internationalist", someone who even will forsake domestic concerns for greater foreign visions and pacts.
Internal: how the person acts towards internal conflicts and policies. "Authoritarian", "fascist", "uninterested", "liberal', "radical".
Factional: how involved and concerned the person is with factional conflicts and family affairs. "Secular" is uninterested, "careerist" cares more for bureaucratic background and boosting family power, "mild" is interested but easily persuaded to act more moderately, and "moderate" and "fanatic" are further more factional.
Economic: how important commercial activity is and general policy. "Oligarchic" is uninterested in economic expansion and solely seeks to enrich his upper caste; "fascist" only cares about economic expansion that helps him, his family, and the major economic organizations and guilds; "moderate" is some hodge-podge of approaches; "liberal" pushes for growth and relatively less corruption and inequality; "economist" sees economic growth and freedom as a primary goal.

New Leadership: Quizco Matalin
The third of the line of "middle Talchak", Quipo is far more reasonable and nuanced than his predecessor, Quipo. Quizco comes from the Malha branch of government, and is less interested in family struggles than Quipo, for whom they were of high importance. Quizco is just as prone to abuse his position as SCI (Emperor), however, in keeping with the previous two members of this line. Quizco is from Talcho, although he has spent most of his life living in Capaco, working within the bureaucracy.
Quizco is:
Highly defensive
Neutrally expansive
Neutrally aggressive
Diplomatic
Authoritarian
Factionally careerist
Economically fascist
His government was known for being less militaristic than previous ones, and abnormally interested in law and order, perhaps due to the successful revolts of Quipo's reign. It was not known for its economic expansion, although by this point the central government of the Old Coast had little impact of a large part of the economic affairs of the Empire.
Y'npazhak: 25% importance
Malha: 38%
Chuycocha: 18%
Sulma: 19%

I am concerned for the health of the game. This is looking more like a Diplo-lite game with over half not voting and most not posting (although I realize PM's and i/g messages are active).
Also Mongolia is still at war with China?!
And several posted/PM diplomacy attempts at a few things by Neandor get no responses at all.
Inca, England, France and a few others are spending a lot of effort but competition is minimal.
I'm actually quite happy at limited posting as long as all post no less than once a month and vote.The question of whether modern humans and Neanderthals mated when they encountered each other 40,000 years ago is highly controversial.

Gruntings of accordance!
I was going to write something similar. I know Inca have had a surfeit of time the past month to craft epics and diplomacy that many other leaders may not be so fortunate to have, but it seems like almost nothing is happening and many letters go lost in the mail (although Inca are very verbose correspondents, so this may be why).
I agree that a lot is happening behind the scenes now that is taking time away from public posting, it seems so. Inca have saying:waters that are not moving very much visiblyBut we see almost nothing from many players for a long time. We wish to know of their struggles and experiences as well! We are still very lost on our continent, very far from the action, so this is our only way of keeping in touch with the rest of the world... We also do not like to hog the story thread
