The Messianic Warrior addressed the Great Conclave once again.

After the normal discussion of the situation on the battlefield - the first wave of Egyptian attacks repulsed with great losses but the Hindu lie greatly weakened now facing a second wave - the Messianic Warrior called for quiet.

I have a new uncertain development to report. The Romans have emptied their land of soldiers - their borders to ever nation are defended by just two units per city - and their whole army is within Egyptian territory approaching our borders - 16 tank units, 32 infantry units, some suporting troops.

The Conclave was in uproar. But the Romans are our friends. They have repeatedly pledged friendship in recent years distancing themselves from their former allies and masters the Egyptians. What does this mean?

It is uncertain, replied the Warrior. The latest Egyptian diplomatic proclaimation included this line "Now I call the rest of the world to put pressure on hinduistan, to join our crusade if they don't accept our reasonable terms. And while we don't fight this war to gain anything from them we would not mind if others would do.. " This looks like it is a pre-arranged signal, or cover, for another nation to invade and to gain territory at our expense. This put together with the Roman troop movements and it looks very difficult. Perhaps the Romans have bound themselves to the Eygptians once again - promising their future loyaly to Egypt in exchange for Egypt holding off the Hindu army while the Romans seize large chunks of territory.

But, it may not be so. The Romans are our friends, and we have no reason at all to doubt them - they have no given any indications whatsoever of difficulty with us. It would be utter betrayal for them to attack, and it is hard to believe that will happen. If it does, Hindustan cannot stand, but many other nations have promised they would not stand by if Rome attacks too. Perhaps they are there to be trained (upgraded) by the Eygptians. If so, heaven help their neighbours. Perhas they are on their holidays.

The joke fell flat. The Conclave and all the foreign ambassadors were worried.

Please adopt Free (Hindu) Religion so that your hindu people can live up to their faith in freedom, unstopped by others.
I do not ask you to abandon your Hindu ways, but just give freedom of religion to your believers.

Rome's armies are indeed in Egypt.
We do consider you to be our friend. Our actions lately have proven this.
But if Hindustan will hostily try to pull Rome under Hinduistic dominance, then we cannot do anything but consider our friendship nothing but a lie from your side. A lie to sing us to sleep with friendly words while you in secret try to overtrow us and pull us into Hinduism.

Any action that clearly leads up to Hindu world dominane will be received as a declaration of war.
And then indeed our armies are nearby Hindustan.

If nothing on earth moves into the direction of Hindu dominanation attempts, then you do not need to fear the loss of our friendship.
Our armies will pull back into Rome after you have adopted Freedom of (Hindu) Religion.

You call us your friend.
We are honoured. Please show your money were your mouth is and show that you are indeed our friend.
True friends to not try to dominate each other religiously.

This is your last chance! Very soon the egyptian main army will move in and then they won't stop until we took out the evil shrine.
To stop this to happen our terms are these:
1, Cease hostility, you should not attack anymore of our army and offer peace afterwards
2, Convert to free religion until you research the technology mass media. After that you may return to your old ways if your people still want it
3, You should not research anything else until you got mass media and must finish it within 10 turns (no tricks like putting mass media into the research list, but spending all the money on spying and stealing whatever you would need..)

If our first two terms are met we will retreat and give back all the cities we control-- but only if it's done in this turn: after that it will be too late. If you fail to fulfill our thrid term the whole war just could start again.

How so? If it weren't egyptian weapons the whole world would worship some hindu god already. your kind always just wanted to "talk" about it, but they failed to do even that.

Umma will not complete Manhattan Project and will switch back to conventional production when 1 Turn remains. This is where it shall stay like a sword over the head of any potential aggressor.

Be assured, my Russian friends, that if Sumeria is attacked by a mightier nation she will complete the project and will not regard the devices then produced as object d'art.

I would prefer not to take this road but I will do so if forced! The matter is in your hands, you leave Sumeria alone and no nukes will enter the world but if not you will pay the price. An unthreatened Sumeria is a threat to none but a cornered and desperate Sumeria will do anything to protect herself.

This will hold just as true if foreign troop and ship deployment in important areas of Sumerian strategic interest force pre-emptive action.

I have no trust in treaties or alliances for they are all 'marriages of convenience' suiting just one situation or to face one joint peril. Sumeria has to rely on herself!

The Great Conclave met in final grim session, deep in the bunker beneath the Holy Shrine.

There was laughter and crying - the way in which foreign leaders would not hear what was said to them, again and again Hindustans stated clearly and honestly that it would not abandon its beliefs, adopting the sort of lying deceitful stategems of the Eygptians, pretending to change religions when Hindustan simply was a Hindu state. The self-deception of other nations, pretending they were concerned about hindu dominance when such a thing could never happen and they knew it, when in fact they were drawn by the lure of land and mineral wealth. The ridiculous position of some who asserted they would stay true to their promises if Hindustan were to make some sham proclamation which could be reversed at any point anyway - how would such a proclamation of free religion actually protect anyone from anything since it can be reversed. The inability to realise that Hindu beliefs were just that, beliefs, not born out of some strategy as if real life were a game to be won or lost. The inability to do simple mathematics - to realise that any votes were less likely now that anytime in the three hundred years. The simple wickedness is nations having a problem with Russia, with Russian attitudes to religion, with Russia this or that, but taking it out on Hindustan.

But all was of no avail. The Egypt was emptying its lands and dispatching every last force to destroy the Shrine. It was a bully and could not face losing again, so it was gambing everything. And the Shrine woudl probably fall. If the Romans stabbed us in the back, betraying every recent declaration of friendship (and all on a pretext - for any declaraion of free religion, can simply be reversed - and on a falsehood - for their was no mathematical possibility of Hindustand engineering a hindu victory) proving for all time that their word cannot be trusted, then the end would come quickly.

One way or another the end was just few years away. Egyptian or Roman massed forces would capture a city in the ring around the shrine next year. In two more they would assuault and burn the shrine.

The conclave looked grim but contented. The future the people had chosen many centuries ago was coming to pass. They would stay loyal to their gods, not fall for Eygptian promises which are discared at whim again. What was the point of listening to the lies of the Desert lord when he just broke his word so easily? No, the future was martyrdom. The gods would welcome us.

And give me one good reason why we would trust your word this time, when the last time you made a treaty with us you wantonly broke it at will, because, apparently, you disliked what another nation - the Russians - did. How can we trust you Desertliar? You make these proclamations to make yourself seem reasonable, but you broke the treaties you made with us. So how can we trust you? Its all a sham with you - lies to suit your purposes. If we could trust you - if you could demonstrate your trustworthiness of course we would deal with you - but you broken those deals. Prove your trustworthiness and we will deal.

The Great Conclave dismissed the foreign ambassadors, not wishing them to be destroyed in the destruction of the Shrine, with these words

"Go back to your nations - tell them of the honesty and simplicity of the Hindu people, never changing their opinions to suit fashion, five hundred years since they have attacked anyone, just wishing in peace to continue their way of life. But a way of life so odious to some, who so easily decived others, that they must all die - and their land - rich productive land - to go to the wicked of this world who will soon cover the whole earth in darkness."

It was not Russia's doing, not only: they could not produce those missionaries who converted their cities, you did. We realize now that it doesn't matter how much we weaken you, we need a permanent solution to this problem once and for all. We were honest in our aims: to stop your attempt for religious domination.
The others are not as blind as you: they see we were not lying in this. We know that if you had given up your plans the others would had helped you in case we had attacked you.
Egypt, Gondor, Rome and Sumeria asked you to change to free religion and research mass media, 3 of them saw no other option but to launch war after you refused this.
Yes 3 of them, as from last year Rome's army has joined us to ensure that freeing your people from their mad rulers will cause less causalities.

We have come to the final conclusion that a nation who will seek full destruction in the name of their gods instead of saving it's people, cannot be trusted. We have come to the conclusion that you will always continue to seek Hindu World Dominance. Rome does not want to live in a permanent state of fear.

It does not matter if this world dominance is possible or a fairy tale.
You have proven that your extremistic religious views are too dangerous to not be contained fully.
Any nation that abandons all it's cities only to protect it's Holy Shrine cannot be trusted to it's word, when it claims to not seek religious dominance.
Any nation that can avoid destruction by simply changing governamental civics but prefers to have war, cannot be trusted.

You are fully allowed to follow your own religious path in any way you want.
But we will not sit idle while you go down this path.

Therefore Rome officially declares war on Hindustan.

Terms for peace are:
- Research Mass Media within 8 turns.
- Give Freedom of religion to your people untill Mass Media has been researched.

If you are not willing to accept these terms then Rome will do anything in it's power to destroy your Holy Shrine for once and for all.

I hope that nothing will occur to cause friction between us. Sumeria will only ever act in self-defence - please do note that this does extend to Sumerian overseas colonies - but please do not let us fall into a children's game of 'my rocket is bigger than your rocket'!

We both know that if nuclear weapons are unleashed into the world that Sumeria can easily produce enough to cripple any major power, even Russia, and that little reward comes of being able to do it twice over. Just be happy that Sumeria views these devices as a last resort and certainly has no desire to see them introduced. Of course, Russia could defeat Sumeria with conventional arms, but so could Egypt or Gondor, which is just why we require an insurance policy.
