Scenario one:
Khmer gives a tech to HRE, and HRE gives one of their tech vouchers.

Result: HRE can make one less tech trade, Khmer doesn't lose any tech trades.

Scenario two:
Khmer gives a tech to HRE

Result: Khmer can make one less tech trade, HRE doesn't lose any tech trades.


Both are allowed.
