The following civs may add the number of "VOLTANS" listed next to there name to their voucher total.

A "voltan" is used exactly like a tech voucher, except it may only be used for tech. Hence, you cannot trade one for a city, or gold, or even give them away. If you have been given voltans according to the list above, please use them only for gaining tech for your civ.
