Yes, you could have used a Voltan, and probably should. Since vouchers have more flexibility. Voltans can only be used for tech, while vouchers can be used for cities, military, great people, etc. So best to save your vouchers in case you have some other need for them.Captain of Team Apolyton - ISDG 2012
