    To Englands fine friend and ally. We have been through tough times together and now, along with our other ally of the NSEW Alliance, Ollanta Humala, we find ourselves reaping the rewards of our hard labours.

    Peace on Terra has yielded much riches and resources for all.

    Given that, the English Parliament is a little alarmed by the Germans agitation of the Spanish. I believe at the heart of the matter is Germany's need for coal.

    We well understand that and suggest that you negotiate for coal resources at the Moscow Summit, without the need for aggression. Spain has abundant coal. If England had spare coal we would gladly offer it; but we assure you that Oil will be available from England.

    If Spain refuses to trade coal we support your right of access to that resource. However we need a map of the vicinity of the conflict first.

    • Much has happened in Engliah history. Manning has gone but still active in Spain. He had never met Manning but he would always have England's interests at heart Charles believed.

      Charles was meloncholy today. His thoughts turned to the horrific death of Alfred. Charles was there and the only one who knew the truth. He admired Alfred and the tales of courage from days long past. Dear Alfred. Such a tragedy.

      Charles was to be crowned as king of England, now a constitutuional monarchy where the parliament held sway but Charles word was still the world of a powerful king. From their feudalistic roots the rise of capitalism saw England become the powerhouse of the world where democracy was evolving slowly and steadily.

      War was not an option for England. Their Type 2 status, as the Chinese put it, was a warning to avoid war and to consolidate the English Empire - upon which the sun never set. Four distinct regions of the globe saw thriving English colonies. How much easier it was for the Old World powers to become Type 3 civilisations. But one thing was clear - the Inca and English did not seek war.

      The pacifism of the Incas led by Ollanta Humala was a fascinating experiment and Charles wondered if he dare suggest to the English parliament a switch form Organised Religion to Pacifism. It is believed that such an approach would be most apt for the English traits. The birth rate of great Engineers, Priests and Scientists, not to mention Merchants, would soar. However the current massive increase in miltary defence would become more expensive to maintain and caution was required.

      Then again a switch to Free Religion was most appealing too, with an expected increase in research rates. Charles proposed that the English Parliament debate these options but one thing was clear, Organised Religion had seen it's days.

      Oxford University was almost built and several other national wonders were helping England hold it's cultural boundaries but lack of culture was England's greatest weakness. Some boundaries were slipping, particularly the Inca border in the Old World. Cultural stability and harmony was perfect in the German/English colonies were Hastings had slightly overlapping borders with Germany. Hochraat was well pleased wioth this status quo balance.

      Ollanta seemed unconcerned about the loss of Turfan's border to the Inca and the population of Turfan continues to decline as a result. Access to mines is now severely limited and all the city can ever hope to achieve is cultural growth to ward off any further Inca incursion. But as Ollanta said, England is doing quite well and this really is not a big problem in the overall scheme of the vast English Empire.

      The failure to build a world wonder was particularly irritating to Charles. Elizabeth, got rest her soul in American soil, and Manning could not ever think in terms of even trying to build a world wonder with so many desperate issues of survival pressing on the English people.

      But now Charles was leading a civilisation capable of anything - it all boiled down to choice and predicting the decisions of other nations. With Artillery nearly researched the English had to consider their next choice and whether it would lead to the possibility of building a great world wonder.

      Currently 'Broadway' was being built in Turfan and this would help Turfan's cultural problems too.

      Charles was brainstorming on his own and he knew this was not good. The Chinese would say that it leads to 'unbalance'. Charles craved 'balance' and craved world esteem for England.

      Would he bring himself undone by this very thought process.

      Dear Alfred. What if I craved revenge? Then the Chinese would laugh! Let them laugh...

      Now, what nations had troops or military advisors in the region of Karakorum on that fateful day?

      • Lao Wai Mo was a difficult man to read. At times he was cold and indifferent, seemingly unswayed by any emotions. At other times he visably displayed his anger towards situations that confronted him. Amongst his people, he did feel truely for them, and enjoyed to see them prosper.

        Lao's stand against Russia was a heartfelt one. He truely desired for the return of the decendants of the soldiers put under foreign dominion for so long. The actions he took were not for war or even for the popular theory of "ping", but for those forgotten people of China.

        His advisors now said that China had Russia exactly where we wanted them and such things, but in the end the Chinese soldiers were not returned. No one knew their fate exactly. Were they stationed in some distant garrision, or were their unique ways simply done away with? A people sold into servitude, lost all identity.

        But the advisors cheered at the results. They said "Now no one but India can stand against us!"

        Yes that blessed Civilization of India. Subserviant allies, powerful culture, advanced industry, mighty armies. China challenged her in many ways, and yet matched her only in a painfully akward way.

        Although Russia's armies had become mighty, and its garrision stronger than any force previously assembled, word was that the rest of Russia was in shambles. While other nations profited from colonies, and the amazing affects of the industrial revolution. While other nations incrementally assembled their modern armies, Russia franticly built its army to match mighty China's. Now her economy was devestated. China had not broken a sweat, yet her production capacity far out stripped Russia's. A one on one war would ultimately doom Russia. Yes, Russia was brave. She had proven she was brave, but in the end a dog has the kind of courage Russia possessed.

        Lao always questioned weither or not he had done enough to secure China's future. Was making a fool out of a former world power enough? Or would old friends bail out the mismanaged state? What exactly was China's place in the world? When would the other nations accept the New China?

        If only we were not alone.

            Meet Jefferson the Great

            Thomas Jefferson was born on august 12th 1328 succeeded George Washington on the throne of America. Jefferson was the only withnessof Washington's death. From the moment on that Jefferson heard the peacefull last words of Washington till the moment Jefferson gave the true political powers to America's first prime minister Andrew Jackson, Jefferson ruled America in the spirit of Washington's famous last words. "Let there be peace and the people will experience wealth and happyness".

            The first deeds of Jefferson were establishing the position of America in the new world. Washington died during the negotiations for land in the New World. Spain suggested that the territory of America could be marginated, Jefferson was able to enlarge the territory and keep peace.

            But the most important deed of Thomas Jefferson was establishing friendship with India. For millenia the Indians and the Americans fought many wars. Many people died and the American economy crumbled. At first it seemed foolish to turn the back to the age old allies, the english, the germans and the incan, but right now we can conclude that this decision was the best made by any American king.

            Jefferson stopped all scientific research immediately and started to focus on trade and finance, the true heart of America. Deals were made with India, Russia and China to trade money for technologies. Soon the deal with Russia was ended since the old Russian technologies didn't add anything to the knowledge of America. The finance of America was growing. Even while large ammounts of money were transfer on a yearly base to India and China the American treasure was growing strongly as well. The new technological advantage of America combined with it's richdom resulted in the upgrading of the old soldiers into a modern army.

            The territories in the New World were enlarged by the founding of Las Vegas. The cities of New Boston and Las Vegas start to grow, eventhough they're situated in the desert. The new resources found in New America bring new happyness to the old world.

            The strong friendship with India ensures the safety of the American people. Together with it's own top of the bill army the Indian power makes sure that no one would ever dare to invade America ever again. Rumors spread that Germany had intentions to start problems with America over abandoning the Jewish faith as the true state religion. Officially the Germans ended their hostile diplomacy because Jefferson replied that Judaism still was the dominant religion but America allowed all religions to express themselves in America. Unofficial tongues declare that Germany scared away from millitary strugles with America because of the strong American forces and the alliance with India.

            Eventhough America only has a small territory three sources of Iron can be found in it. This enlarges the production capicities of America a lot. Together with the factories and coal plants recently build in the American cities, the production capacity is growing hugely.

            The jewish faith, an american faith by origin, is spreading all over Terra. In all Indian cities jews can be found. They're free to express their faith. People of different religions are living in all American cities in peace. Among them are christians, taoists, jews, confusionists and hindusists. The freedom of religion brings much happyness to the Americans.

            Another important thing that Jefferson established is the renewed growing of the American culture. Decenia ago people started to talk India more and more and turned their back to the American culture. Now India and America are officially friends and it is accepted to prefer the Indian culture once again, the people do exactly the other thing: they're proud to be American BECAUSE they're free to adore the Indian culture. The American culture is spreading around the city of Paris as well into Germany.

            Power corrups, though Jefferson was wise enough to give up power! The most important law that was signed by Jefferson was the law in which he gave power to the prime minister of America, and stepped back to a more ceremonial function himself. Eventhough Jefferson didn't agree with this, which is not surprising since Jefferson brought huge bennefits to America, he signed the bill.
            This meant the official end of the political power of Jefferson.

            A King who brought our nation more then any of the former kings. May he be an example to all prime ministers that'll lead our nation! May America be a proud nation again. Some tongues say that America is nothing but a puppet to India. Perhaps this is true, though that's the true strength that was found by Jefferson. Know your position and take profit from it.

                • India continues to rapidly industrialize. No other nation has yet seen the extent of industrial growth that India has, and none have seen it grow as fast or as early.

                  Man vs. machine has become a reoccuring theme in popular Indian culture as traditions are swept aside by the new gods of industry & science. One popular song currently finding its way into people's homes through the miracle of radio is Jayant Hiranya, the Steel Driving Man. The lyrics:

                  JAYANT HIRANYA, STEEL DRIVING MAN

                  1. Jayant Hiranya was a railroad man,
                  He worked from six 'till five,
                  "Raise 'em up bullies and let 'em drop down,
                  I'll beat you to the bottom or die."

                  2. Jayant Hiranya said to his captain:
                  "You are nothing but a common man,

                  I'll die with my hammer in my hand."

                  • The latter years of Catherine's reign were increasingly troubled. America broke off the gold-for-tech deal with Russia, and Chinese armies kept massing at the borders. The Tsarine responded by levying heavy taxes upon the Russian people, in order to upgrade the army to match that of China. Coupled with the brutal presecution conducted by the IIS, it was no wonder that discontent grew. Word was it that Potemkin was the one who truely ran the empire, though this was never confirmed.

                    In the end, Catherine's excesses caught up with her. She fell gravely ill in the last years of her reign, and though the best doctors from Russia, India and even America attended her, they could only stem the advance of her ailment. When she at last passed peacefully away, her eldest son assumed the crown as Nicholas II, Emperor of the Holy Russian Empire.

                    One of Nicholas's first acts as Tsar was the purchase of a regiment of infantry from America to protect Moscow Nmisky. But other than that, he did little to change his mother's policies. Russia was perhaps the only nation that did not embrace the freedom of speech, instead clinging to an increasingly outmoded Imperial Civil Service. The IIS was as zealous in its prosecution of Marxists, and now Anarchists, as ever. But the dissidents were getting bolder. Right from the beginning of Nicholas's rule, assasination attemepts were planned and carried out by both Marxists and Anarchists alike. In response, Russia sent out an appeal calling for the extradition of all suspected 'terrorists' from foreign lands. Especially notable were the Marxist, Vladimir Lenin, and the Anarchist, Peter Kropotkin. Both were rurmored to be in hiding in Germany, though this was never confirmed.

                    As Russia finally began the process of industrialisation, the activities of the IIS, the Marxists, and the Anarchists increased in tempo. The ancient capital of Moscow was far past its prime, and even St. Petersburg, now the leading light of the Russian Empire, paled in comparison to the capitals of India and China. Resentment was fast building in the Empire, occasional celebrations in Rostov notwithstanding, and it remained to be seen if the once glorious nation would sink into the status of the Sick Man of the Old World.

                    While Russia languished, Christianity in all its guises flourished as never before. The Holy See had finally called an official end to the Inquisition early in the reign of Nicholas II, acknowledging the co-existance of the Catholic and Protestant faiths. Moscow boasted the impressive St Basil's Cathedral, in addition to the Hagia Sophia; and Yaroslavl' increasingly played host to pilgrimages of the faithful from all over the world. As the faithful passed by the Russian and Spanish garrisons in the holy city, however, one was uncomfortably reminded of the many contradictions that ran within the empire that was the home of the largest faith in humanity.

                      • In 1557 the world was in a state of flux. The imperial family of Russia was showing signs of decline, especially in the face of Marxist and Anarchist rebels who threatened the very culture that gave legitimacy to the throne of Russia. Catherine herself died after years of suffering at the hands of an unkown illness (its causes were rumored to involve some sort of sexually transmitted disease), and was promptly succeded by Nicholas II, who was half Spanish. Meanwhile in Spain charges levied against Prime Minister Manuel de Godoy hit the imperial family hard, causing Emperor Carlos VII to abdicate his throne; we will now explore the rise of General Baldomero Espartero and his Liberal Junta.

                        General Baldomero Espartero becomes Prime Minister.

                        After General Espartero told Emperor Carlos VII about the affair between Empress Eugenia de Barcelona and Prime Minister Manuel de Godoy, Carlos VII decided he couldn't stand the shame and abdicated the throne secretly in the city of Barcelona at the Kremlin (a gift given by Czar Nicholas II to Spain), his younger son Ferdinand II was promptly named Emperor. General Espartero had recently gained the Emperor's trust after telling him of de Godoy's affair and proving (with some falsified, but mostly accurate evidence) that de Godoy had been a Liberal spy implanted in the imperial court and was aiding in a multitude of Liberal activities including the rebellion in San Pedro. This of course was true, but it was not de Godoy who as the spy; it was Espartero who had blackmailed the Prime Minister, and promptly had him killed by imperial decree following the affair in order to silence him. These facts gave Ferdinand II reason to name General Espartero as the new Prime Minister. With his new position as Prime Minister, he worked quickly to control the new government, as well as the Union Liberal...

                        The dissolution of the Union Liberal.

                        With his new official status as Prime Minister, General Espartero realized that in order to achieve the goals of the Union Liberal he had to do two things; (1) Increase the power of his own office, and (2) gain full control over the Union Liberal. His first order of business would be to establish his own party's control over the Union by staging a mock "dissolution," thereby removing certain factions within the Union that were not partial to his own ideology (namely Marxists, Anarchists and Fascists). He staged the whole thing perfectly, galliantly marching into a secret meeting with imperial forces and quickly arresting problem members. In this way his faction had full control over the group, and Espartero controlled both the imperial authorities and the resistance movements that challenged the government. Things were duly in his hands, and he had only one more things to accomplish; completely eradicating the imperial family...

                        The "Carlist War," or the Spanish Revolution.

                        Many members of the Spanish nobility realized that the Prime Minister was making quite a name for himself, and they felt that this power would be too much for a non-noblemen to wield. The Prime Minister was smart, however, and realized that he could use this to his advantage, so he began to spread rumors throughout Spain and New Spain that the Emperor was actually the bastard son of Manuel de Godoy, citing the fact that the two looked very similar (while this was true, Ferdinand was the son of Carlos VII). This rumor was enough, and the nobility began to challenge it themselves calling for Carlos VII (Ferdinand's brother) to be propped upon the Spanish throne. Espartero's plan worked; the imperial armies of Carlos VII were marching towards Madrid to fight the imperial armies of Ferdinand II. The Prime Minister quickly demanded that Ferdinand grant him the title of "Commander in Chief of the Imperial Army," this wish was quickly granted and the armies were set to clash.

                        The Carlist forces were commanded, ironically by another Carlos, Carlos VI who was head of the military under Felipe II. The Imperial forces, who would later turn out to be Liberal soldiers, were commanded by General Espartero and met at Madrid in 1560. Ferdinand's soldiers routed the armies of Carlos VI, resulting in the death of the latter and the victory of the former. But it was far too late, the forces of General Juan Prim captured the Emperor and claimed that they had staged the entire incident to grant more power to the imperial family and thus deny the natural rights of Spanish citizens. War quickly broke out accross Spain, resulting in the fall of the Viceroy of New Spain, and the assassination of Viceroy Alfonso of Toledo. In the chaos that ensued the Prime Minister gained full power, and called a halt to the hostilities, demanding a meeting of Spanish leaders and the exile of the imperial family to Russia for their crimes. The plan was perfectly orchestrated, and despite the death of Simon Bolivar, the revolution was fully complete. General Espartero established the Liberal Junta, an oligarchy of members of the Union Liberal who would rule Spain in the stead of the imperial family. The line of Isabella had lost their control of Spain after centuries of prosperity.

                          TO: Czar Nicholas II, Charles I of England, Ollanta Humala of the Incas, King Jefferson of America, President Humayun, Lao Wai Mao and the Council of the 108 Stars, and the Parliament of Germany.
                          FROM: Baldomero Espartero, Prime Minister of the Spanish Republic.

                          Let it be known that the government of Spain has been taken rightfully and legally by the people of Spain, and the royal family has been exiled to Russia where they can join their imperial relatives. No longer will the Diaz line rule Spain, and no longer shall the people of Spain and her territories suffer the yoke of oppression. As you may or may not be aware; armies proclaiming the Infante Carlos VIII as Emperor marched upon Madrid in order to dethrone Emperor Ferdinand III. These armies wrongfully used the soldiers meant for the defense of Spain for their own sick and twisted greed. In the interest of the Spanish people, we have worked to prevail over such excesses in power and have replaced them as the true leaders of Spain and her sovreign people. Elections will be held shortly.

                          We have written to inform all of your nations that Spain is in good hands, and any attempt to take advantage of our situation will be met with fierce resistance from the people's armies. We hope that through our new government we can mend the damage done by the tyrannical imperial family, and can pave a new road for a bright and cooperative future.

                          All current dealings with all foreign states will be re-evaluated on a case by case basis. We have sent ambassadors with each of these missives to the various foreign attaches of Terra and hope for a warm and friendly response. Thank you, and may justice be done for all mankind.

                              Please allow me to be the first to welcome Spain into warm bosom of democracy. India officially recognizes the new government of Spain.

                              As Terra's oldest democracy we offer to send election monitors to Spain to help conduct, organize, and monitor your elections. We have invented mechanical voting booths that we can make available for Spanish precincts. They are far easier and more efficient than counting slips of paper by hand.

                              It is my hope that Spain and India will continue our historically friendly relations and maintain the treaties the former government of Spain had signed.

                              Finally, as you may have noticed, Nasiruddin Humayun is no longer the President of India. He lost the contest for party leadership, and our party chose me to run for the next term. I hope we can both develop a warm relationship over the next several years.

                              • The Interim Government of Spain.

                                Following the successful rebellion against the imperial family of Spain during the Carlist Wars (named so after Carlos VIII, who claimed the throne of Spain from Ferdinand III) Spain went through extraordinary changes. The first being the recognition of a new democratic government controlled by the Liberal Junta of General Baldomero Espartero. His regime came to power through a combination of politics, military cunning, propoganda, and finally pure ambition. One grave loss occured though; the death of Generalisimo Simon Bolivar, seen as many as the true father of Spanish Liberalism, he fell at the victorious battle of San Pedro. Bolivar never quite got to see his ideals come to fruition, but in his honor New Spain was renamed 'Bolivia' and became an official province of the new democratic government. The following is a description of the new government and the first actions took by the ruling Junta.

                                The Exile of the Imperial Family.

                                Following the final victory of Liberal forces against the imperial armies, Prime Minister Espartero determined it would be wise to exile the royals to Russia, where they would at least be safe from reprisals. He understood that while it would be horrendous to execute them (mainly out of fear of repeating the Indian "reign of terror") leaving them in Spain even as figurehead monarchs would only give them a thirst for power. They have, after all, ruled unquestioned since Carlos V. He made arrangements to have the remaining members of the imperial family sent to Russia, where they would be under the care of Czar Nicholas II (himself half Spanish). It was during this time that the status of Captain William Manning, an English exile in his own right, was called into question. He realized that if they turned Manning over the Russia, they ran the risk of his execution as bad blood flowed through Russia, Manning was the man who sacked Novogrod after all. It was decided that Manning would remain in the Junta's custody until diplomatic relations were established with England. With the imperial family delivered to Russia, the Junta was now free to form their government.

                                The Junta and the Republic.

                                The main leaders of the Junta were, initially, Simon Bolivar, General Espartero, and General Francisco Serrano y Dominguez (a close confidant of Espartero). With the demise of Bolivar Espartero and Serrano were the unquestioned leaders of the Liberal movement, and understood that handling such a large and diverse Empire could spell problems. Their first order of business was to convene a constitutional convention which would appoint various people to various offices, already Espartero managed (while the Prime Minister of Emperor Ferdinand III) to arrest any members of the Union Liberal who did not tow the line, so it proved quite easy to gain the support of the remaining members and establish a constitutional convention quickly and without much dissent. Many offices deemed "necessary" to running Spain during the interim government were appointed, and not coincidentally these offices were very powerful; they included the Prime Minister (known in Spain as Presidente del Gobierno, but internationally as Prime Minister), Minister of National Defense, Minister of the Interior, and finally the Foreign Minister. In a very real way these positions would become concrete and powerful, and none of the men appointed would lose their roles during their lifetimes, but more on that later.

                                The state itself was seperated into three seperate provinces; Bolivia, Toledo, and Castilla, each with their own capitals and local governments. The greater Republic comprsed of a Parliament with two houses, one was mostly ceremonial and was comprised of representatives appointed by the three local governments (each had ten representatives, except for Castilla, which had three extra meant to represent the capital of Madrid). The other was elected from the entire swath of the Spanish republic based solely on population. This would serve as the main law-making body of Spain, Espartero would gain his legitemacy from this house, being elected its first Prime Minister. For his part Espartero was "appointed" by the people of Madrid, and then "elected" by a Parliament which was appointed by him. Democracy was, after all, difficult to start.

                                The Junta.

                                It is important to note that while the first Republican government was not technically elected, it was extremely popular and gained quick support of both the military and powerful businessmen in Spain. The Spanish church followed suit quickly ending their protest of the imperial family's exile in exchange for money to repair their churches that were destroyed during the insurrection. In order to understand Spain's policies in the early years of the Republic it is important to know the men who would rule it...

                                Jose Diaz was the right-hand man of Simon Bolivar and got his start as the son of a farmer in the city of Barcelona. After the industrial revolution began to sweep accross Terra, Jose's father found it difficult to compete with wealthy factory owners who wanted his land. When imperial decrees took land from his father in order to build more imperial arms (such as frigates, ironclads, cannons, etc.) the family moved to San Pedro to find a new life. Unfortunately fate would deal them a terrible hand when the response of Governor Colon to liberal uprisings in the area drove him to Bolivar's camp. Jose is an ardent liberal that borders on Marxism from time to time, he is an avid supporter of worker's rights and believes that the good of the citizens is the main purpose of government. On a side note, Diaz is often the brunt of many anti-imperial jokes, as he shares the same surname is the imperial family. He is the Interior Minister of the Spanish Republic.

                                General Juan Prim y Prats is a young idealist who has taken to General Espartero like a father figure. He was key to utilizing the information gained from blackmailing Prime Minister de Godoy early in the insurrection, and continued as an important military figure during the Carlist Wars. His ideological origins are unclear, as he was well-educated by a father who held high rank in the imperial authority, working directly with Foreign Minister Alfonso Guzman de Olivares. What is clear, however, is his loyalty to Espartero, and his belief that in a democracy Spain will become unstoppable. He serves as the Minister of Defense, and is in charge of commanding the armies of the Republic.

                                Francisco Serrano y Dominguez is the chief advisor to Prime Minsiter Espartero, and serves as his foreign minister. He has little to no actual experience in international diplomacy, but is known as one of the most charismatic members of the Republican movement. He has authored many leaflets, and was generally responsible for every iota of Liberal propoganda in Spain. It will be interesting to see how Serrano handles upcoming diplomatic issues such as the "Zaragoza incident" where Germany claimed Spanish ships fired upon their own, and German settlers illegally established the colony of Bremen in Indian and Spanish territorial claims.

                                Prime Minsiter Baldomero Espartero is the mastermind of the de Goy affair, the dissolution of the Union Liberal, the Carlist War, and eventually the final insurrection. He established a new Liberal Junta that was favorable to his own ideologies, those of free trade, technological cooperation, and the ideals of a social contract. Some have accused him of taking a harsh role, exchanging a powerful imperial authority with what has been to this point a military junta. Espartero promises to create an official democracy in Spain but notes that it takes time and work to establish this, especially in the face of mounting aggression from Germany and the potential for yet another attempt to restore the imperial family to the throne. He has taken it upon himself to recreate Spanish foreign policy, and establish a powerful yet free Spanish Republic.
