Augustus Caesar. Great traits for the early game and a powerful early-mid game unique unit. Should provide enough of a head start that he'll give a good game regardless of whether or not the unique building provides an excellent boost to the granary or a very poor boost to great people generation (any clarification?).
Rameses. Quickly researching Mysticism will provide him with a chance of getting Stonehenge and gathering a good few of the religions through great prophet generation. A solid base for just about any victory condition. Hatshepsut is almost as good.
If Shaka's aggressive trait will give him half price Ikhandas then he'll be very interesting to try out.
Augustus. Free culture, cheaper civics, great people sooner, and last (my personal favorite) Praetorians! He alows plenty of warmongering and building. You may even conquer five nations and win a culture victory.

Wang Kon of Korea is looking really good - financial, and a unique building that boosts research. Add to that the free Drill promotions from protective, plus an improved siege UU, and things are looking very promissing indeed!
Mansa Musa's new unique building that replaces the forge and adds +10% commerce makes MM a good looking option for OCC games, I think; with the help of the oracle, you can get metal casting early on, so a bonus to a forge looks great!
Julius Caesar is also looking exceptional - the benefits of Imperialistic, helping with expansion in the early game, in addition to military benefits, combined with organized to help manage the costs of expansion, a nice unique building, and of course the praetorian... a recipe for carnage!

100% increase in Great General emergence and a 25% production boost when creating settlers.

I'm now back from a game of Warlords as Tokugawa. Agg + Pro rules . The early boost to Archers helps deal with Barbs, and in the second half of the game, Japan becomes a real powerhouse.
