I had that happen in a hotseat game after installing the patch. The player who's turn it was when the game was loaded was asked if they want one of their own cities to join their empire. We tried both options by reloading; joining had no effect, refusing razed the city!

That file is just used to provide translated text. If it's been modified or somehow corrupted it could be causing the problem.
There are a few things you could do:
1. delete the file. The game should proceed but you might see TXT_KEY_FOO in the game instead of actual text.
2. Try to re-install that file
3. Use an older version of that file from V109
I looked into that file and the only problem I could find is that you started to add three new languages to the game. So far you just copied the entries from the other languages and modified those tags. You did it with all the strings except for the last three. But adding them didn't help. The other problem I see in this file but that shouldn't be related to my problem is that most of these "localized" strings aren't translated.
The only problem I see now is how to retrieve an older version from v1.09.

OK let's go to some other problems I have since the release of the game, so from before the first patch.
I play the game in windowed mode. But whenever I start the game I have to maximize the window so that I can see the task bar. This isn't saved from my last run.
The other thing is related to saving games.
At first I I should state that I play the game in German (maybe this piece of info is laso important for my first problem) and use of course German umlauts. And Of course I used my name as leader name for my great German empire.
Now if I try to save my game the suggested name for the save game is as you can see in upper part of the picture. The umlaut is converted to some little box and the year format is terrible.
First the part whether it is before or after Christ and then a minus and then the year. As I saw this the first time I thought what so far in the future: -4000BC = 4000AD.
In fact it should look like in the lower part of the picture. First my name, of course with ü and for my personal preferences without spaces then the year and then whether it is before or after Christ and of course without a minus in beween. In fact I never have seen such a year format you use in German before.
Then the next problem I save this file name and the file is indeed written to the harddrive, but the game can't find it even if it is there.
By the way another thing with this load/save-game-window is that it is in English, even if I play the game in German.

Just read my first post in this thread, just a few posts above and my second post and you should understand, if necessary. The only thing with this issure is that I think that it wouldn't cause a falure on your system and maybe even without my error report with the next patch on my computer.

I just got CIV4, but havent opened it yet. I am scared to as many have said how many problems they are having.
I have an ATI X800 XT graphics card, 2 GIGS of RAM, and 180 GIGS of memery. I also run Windows XP with one of the very best and newest athlon motherboards.
Will my ATI graphics card not work well with this game? It is a rocking card that runs most FPS games extremely fast even with all graphics settings turned as high as possible. I am getting around 120 frames per second on Halflife 2. Anyways, would you guys give this game a shot or would you return it and wait for them to fix their ATI problems?

Everything was fine for me until I installed the 1.52 patch.
Now, I get random fatal system crashes when in game. The longest I have been able to go is about 3 minutes before a crash. Crashes have all happened when some kind of input was given, either mouse click or [enter] key.
When my system crashes, it crashes completely. No video, no system access, even pressing my power button will not shut the system down. I therefore cannot trap any system event logs. The game has crashed both while in game and while on the configuration screen.
It only crashes in CivIV and only since the 1.52 patch.
Everything is up to date on my system OS and video/audio/BIOS patch wise.
Radeon 9800XT Pro AGP8x
3.0 HT P4
2 GB ram
Win XP Pro.
Intel 865PERL MB.
Using on-board audio and network devices.
