Yes at 5K anybody can....and will....attack you. They will get a ton of resources off your fleet with recyclers.

You can attack someone with 20% of your score or something like that. This means that if your score is similar to another players, you can hit them. If they drop too much or you rise too much, you can no longer hit them. They may be able to hit you, though.
After 5000 points, you can attack anyone unless they are below 5000 points AND not within 20% of your score. If you have 6000 and someone else has 4900, you can still attack them even though they have noob protection. If you have 60000 and they have 4900, no attack can take place.
* I'm not too sure of the 20% value and other details, but it gives the general idea. All you really need to know is to attack white people only.
After 5k, no player is too strong.I'm building a wagon! On some other part of the internets, obviously (but not that other site).

Some general ideas.
1. Although it is nice to have your planets all in the same system. Makes it too easy for the sharks to find your fleet when you cross 5K. I wonder if the more experienced players look at somebody with more than one planet in a system and think n00b. It is not like you get system defenses or something like that.
2. Speaking of which, fleetsaving is the best option, but there is also fleet splitting. Don't have it all sitting at your home planet. Make it a pain to get you. If you have 5 colonies, then split up the fleet. At the very minimum make them use 12 slots (6 for fleets and 6 for recyclers) to take you out. They may look for a better target. Splitting makes them work for it.
3. Beeline for cruisers and then battleships. Nice to have fleet slots and espionage. You can change the default amount of probes that you send when you click on the icon in the galaxy screen in the options menu. Keep in mind that you will not need cargo ships after a while. Long term sparrow. The guy in uni 3 hit me with 250 battleships, that is the equivalent of 15 large cargos, yes, but you'll lose the undefended ships in any kind of action. They seems to be the first to go. BTW the battleships left not full.

I send my fleets from my raiding bases to attack inactives. I have surolus cargo hold, so I just send my excess recources with the attacking fleet.
This night I raided [Blu] again. Twice with fleets of 4 Battleships and 20 Cruisers. This Fleetsave got me 100k. A bit tricky, since they are supposed to be active, but I figured they could bring in a fleet to kill me.

Currently, I've just about built my 100th small laser. I'll shift over to heavy laser construction and occassionally improving my infrastructure to speed things along. As I don't raid others and have only just developed the necessary tech for colonyships, it's been slow going but that's ok.The cake is NOT a lie. It's so delicious and moist.

I'm getting to the point where milking is tedious business. Hauling less then 50k hardly seems worthwhile the effort.
I need to hit active players. At least system 145 is providing some decent returns, but it's hard to find level15+ cows, which is what I need.
