114 sent. Thank you! I had totally forgotten about the "no pillage/no piracy" clause in our new constitution. Hmmmf. That kinda reduces the importance of a strong peacetime navy, now, doesn't it? My Battleship fleet suddenly became a lot less threatening. In the absence of strong enemy navies, Shore Bombardment is all they're really good for.

You can keep them from going waterbourn plus with enough you can actually create a nice troop ship roadway to fix them enemies
