Jaguar's rules aren't nearly as QB favoring as IDP. In particular, last year he specifically adjusted them to make them less QB favoring. Note a top QB scores around 600 points, maybe, while a top RB is around 500 and a top WR scores around 450 points, and the drop from top QB to middle QB is less than top WR to middle WR or same for RB (though less risky than RB in particular).

They also favor running QBs substantially over throwing QBs, as the rushing yards bonus (1pt/4yds) helps out folks like Cam Newton substantially (the per-rush penalty doesn't hurt QBs much as their yards per attempt are usually very high). Touchdowns are devalued in the league as well (due to the high yardage numbers and overall very high scoring), another place where Brees normally does better relative to other QBs.

Not to say a high Brees pick would've been a bad pick - I considered him at 8 certainly - but Jaguar's league is pretty well balanced position-wise.

I agree with some of this.

Note that my league penalizes sacks and fumbles very heavily, which takes some points away from the running QBs on the back end. (This actually reflects their real-life drawbacks very well.)
