Saw this coming.
A New Orleans Saints spokesman said Tuesday night that the team will not match the Philadelphia Eagles' offer to restricted free-agent running back Mike Bell.
The Saints had until midnight Tuesday to match the Eagles' one-year, $1.7 million offer, but vice president of communications Greg Bensel told The Associated Press in an e-mail that the team would not.
The Eagles will not owe the Saints any compensation for signing Bell, who shared time with Pierre Thomas and Reggie Bush in New Orleans' backfield last season. Bell had 654 rushing yards and five touchdowns, and he averaged 3.8 yards per carry.

Iggles were smart. They put a no-trade clause in their offer sheet, knowing the Saints were unwilling to match that provision.

NFL owners approve playoff OT rule change (if team with ball first scores TD, they win, or if FG made, 2nd team gets a possession; if they score FG, sudden death) by a vote of 28-4. Possible review in May for regular season.
Also:
The key rules change for player safety bars a defenseless player from being hit in the head or neck area by an opponent who launches himself and uses his helmet, shoulder or forearm to make contact. Previously, those kinds of tackles were banned against receivers who couldn't protect themselves, but now it will apply to everyone.

NFL rules also now will echo those in college when a player running with the ball loses his helmet. The whistle will blow immediately and the ball will be placed at the "progress spot" where the helmet came off.
The umpire will be stationed behind the offensive backfield rather than in the linebackers area, after the competition committee saw "a hundred" examples of umpires being run over.

• During a field goal or extra point attempt, the defensive team can't position any player on the line directly across from the snapper. Previously, a player needed to have his helmet outside the snapper's shoulder pads.
• A dead ball personal foul on the final play of the second or fourth quarters will cause a 15-yard penalty on the second half or overtime kickoff. Previously in those situations, no penalty was enforced, although players subsequently could be fined by Goodell.
• If a punt returner makes a fair catch signal and muffs the ball, he is entitled to "reasonable opportunity" to catch the muff before it hits the ground without interference from the coverage team. The ball will be awarded at the spot of the interference, but there will be no penalty yardage marked off.
• When a ball strikes a videoboard (as one punt did last preseason at the new Cowboys Stadium), guide wire or sky cam, the play is whistled dead and replayed. The game clock is reset to when that play started.
The replay judge will be allowed to initiate a review if he believes there was some sort of interference with the ball. This is the only case outside of the final two minutes of the second and fourth quarters and overtime that the booth can order a replay.
Coaches also can challenge whether there was interference with the ball.
• If the clock is stopped in the final minute of either half for a replay review, but would not have stopped without the review, officials will run off 10 seconds before resuming play. PHILADELPHIA -- Teams interested in acquiring Donovan McNabb will have to part with a high draft pick to get him.
A person familiar with trade discussions involving McNabb told The Associated Press the Philadelphia Eagles will consider a deal for the six-time Pro Bowl quarterback only if it includes a pick among the top 42 in next month's NFL draft.
The person spoke to the AP on condition of anonymity Thursday because the team doesn't comment on potential trades.
After months of saying McNabb would return for another year, Eagles coach Andy Reid acknowledged Wednesday he was listening to offers for McNabb, Kevin Kolb and Michael Vick.
McNabb spoke with Reid on Thursday and reiterated his preference to remain in Philadelphia this season, putting more pressure on the Eagles during any trade talks, a team source told ESPN NFL Insider Adam Schefter. McNabb's longstanding relationship with the Eagles could make it difficult to ship him to franchises that have struggled, however.
If he were traded, McNabb, who doesn't retain a no-trade clause but does hold the power to decline contract offers, would prefer the Minnesota Vikings, according to a report in The Philadelphia Inquirer, which cited sources close to the situation.
But the Oakland Raiders, Buffalo Bills and St. Louis Rams are considered to be most interested in McNabb. Each team has two picks in the top 42.
It's unlikely any of those teams would give up a first-round pick for McNabb. The Rams have the first overall selection, the Raiders pick eighth and the Bills are ninth. In the second round, however, the Rams have the 33rd pick, Raiders are 39th and Bills are 41st.
The Vikings are awaiting Brett Favre's decision on a return, a commitment that could come as late as midsummer, which would likely be too long to wait for the Eagles.
The Raiders are considered the front-runner for McNabb if a deal is made. It's still possible the Eagles would accept a pick outside the top 42 if a team sweetened the offer with other picks and/or players.
Oakland is willing to part with standout cornerback Nnamdi Asomugha, but the Philadelphia brass feels the asking price is too high if the Eagles have to include another player or players, a team source told ESPN.com's Len Pasquarelli.
McNabb is expendable because he's entering the final season of his contract and Kolb is considered the quarterback of the future. The 33-year-old McNabb has led Philadelphia to five NFC Championship Games in 11 seasons, winning one NFC title.
McNabb had an outstanding season last year until the final two games -- consecutive losses at Dallas. The first loss to the Cowboys cost the Eagles the NFC East title and a first-round bye in the playoffs. The next one came in the wild-card playoff.

BAKERSFIELD, Calif. -- Authorities say NFL linebacker Joey Porter has been arrested in Bakersfield on suspicion of drunken driving and accused of assaulting an officer and resisting arrest.
The California Highway Patrol said Porter was confronted by officers early Saturday in a fast-food parking lot.
Porter, 33, refused to provide his driver's license and began to roll up his window when asked to leave the car. Police say that when an officer reached to unlock the door Porter slapped the officer's hand.
Porter eventually got out and complied with orders, placing his hands behind his back. He and a passenger were arrested.
The 11-year veteran recently signed signed a three-year, $17.5 million deal with the Arizona Cardinals. He also has played for Pittsburgh and Miami.
The Cardinals released a statement Saturday: "The team is aware of the incident. We are in the process of gathering all of the facts concerning it and won't comment further until that's completed."
